READING FINANCE COMMITTEE
ERECUTIVE SESSION
NOVEMBER 2,1988
This meeting was held in Room 16, Town Hall at 9:05 P.M. ,
immediately following the regular meeting of Fin/Com.
Members Present: Donald Allen, Chairman

4 Others Present: Peter Hechenbleikner, Town Manager
I. D P W
The Town Manager discussed the significant salary negotiations/
changes. Public Works Department would propose to have uniform hours.
A suggested change for the workday of members of Department of Public
Works crews was that they be paid for one 15-minute coffee break and
one 30-minute lunch break each day. However, these breaks must be
taken in the field. Productive time is what the Town Manager can,
perhaps, see Town realizing from this time change for these workers
of DPW .
II. . FIREFIGHTERS
Analysis found Reading Firefighters below the norm in salary
issues. As an educational incentive for the firefighters, progress
toward an Associates' Degree would be $500.
III. POLICE OFFICERS
4 Negotiations are not going well with bargaining unit for the police.
Review of police salaries are now underway. There is bad feeling here
in the police thinking - in that the Board of Selectmen did not meet
concnitments on the Quinn Bill . Money, nature of their work, management
issues are problems currently.

IV. CLERICAL UNION
Active negotiations are now underway.
V. WATER TREATMENT PERSONNEL
It was indicated that Reading salaries are $2 or $3 thousand lower
than Reading should be.
VI. ENGINEERING PERSONNEL
Fully staffed, currently, but 1, years understaffed.
VII. SCHOOL CUSTODIANS
More indepth detail on current salaries of custodians will be
forthcoming.
VIII. THOSE ON UNEMPLOYMENT COMPENSATION
According to Mr. Hechenbleikner, there are seven or eight people
presently in Readina who are receiving unemployment benefits (sub-
stitute teachers, public works, also a former Council on Aging Direc-
tor) .
Finance Committee member, Dean Haskell , asked what more Town of
Reading is receiving through all of these negotiations. He asked:
"Do we get enough productivity from our Town workers?" Mr. Hech-
enbleikner answered that generally the Town expects productivity.
The former Metco supervisor has also filed for unemployment,
based on discrimination and the case is due to be heard next month.
