HomeMy WebLinkAbout1987-10-15 Finance Committee Minutes Finance Committee Meeting Oct 15, 1987 Present: Allen,McMenamin,Cataflamo,Mucci,Lynch,Harrison, Absent: Haskell,Burditt,Greene The meet}ng opened on time at 7: 30. The Commottecstarted to review the Fall Warrant items which have not been acted on. Article 5. Gives the Selectmen Authorijj"to ammend the Persennell Classification Plan and Compensation Plan without Town Meeting Approvgl. The Chairman had checked with Town Counsel and this Article is consistant with the Charter and hence could be enacted. Discussion revealed some unease with giving this authority to the Selectmen. Approved 9-2-0 Articles 6 and 7which are for Town Meeting Approval of Schedule A - Personnell Classification Plan and Schedule B-Compensation Plan were not voted on for 2 reasons. 1. Approval of Art. 5 mad;—both Article 6 & 7 unnecessary. 2. The Committee did not have copies of Schedule A & B At this time Randy Harrison read a statement of his concern for the town's future financial condition & expressed his hope that the Real Estate Funds would be used wisely by the town, He enumerated the pending financial pronlems such as: Unfunded Pension Liability, Costs connected with the development of the Landfill, W.R.A. Sewerage Costs, Road Repairs etc. - In conjunction with this statement the chairman distributed several spread sheets of the Budget Forcasts for the next ten years. After much discussion and refining it was decided to rearrange the data into a format which would indicate how muph the town could spend for capital projects (either through Bonding or paying from R/Est funds) Dick Lynch in particular would like to see if FinCom can come up with a formula for financing future Capital projects. The Chairman will attempt to reorganize the Spreadsheets. iY Article 18, requests 50,000. 00 for a study f6r construction of a new Central Firestation along with plans and costs. A roved 5-1-0 Reconsidered 6-0-0 Brian McMenamin stated that he felt that the finances of keeping the Woburn St. Fire Stating open had not been addressed in the studv by the consultant Mr. Paul Finance Comm. 10/15/87 Meeting Art. 18 Continued McMenamin made an ammendment to change the wording of the Article to include the phrase "to include funding for a study of the cost-benefits of maintaining the Woburn St. Fire Station in conjunction with the new Central Fire Station. rendment a roved 5-1-0 Art 8 approve as ammended 5-1'-0 Note: The wording will not be part of the article to be presented to town meeting,since Fincom can only approve or disapprove an article,but the wording will be included in Fincoms opinion of the article. An ammendment could then be proposed from the floor (Sy McMenamin?) to effect the above wording. Article 21. - Requesting funding for Town Hall, Library Project. Nils Nordberg from the Mun. Space Comm. was present to answer questions. After much discussion the meeting was adjourned at 10: 30 with no vote on art. 21. ` The discussions of the financial impact of Art 21 (The Town Hall Project) and the proposed New Fire- Station and how these fit into the towns finincial future will continue at the next meeting.
