HomeMy WebLinkAbout1987-10-06 Finance Committee Minutes Finance Committee Meeting 10/6/87 Present: Allen, Greene,Haskell,Catalfamo,MCMeniman,Burditt,Mucci Absent: Lynce, Harrison Meeting Called to order at 7: 35 Peter Hechenbleikner was present to request a Reserve Fund Transfer of $8,393.93. This is to cover interest ordered by the Appellate Tax Board in the case of a Tax appeal by Michael F. Iodice Trust & M T Realty Trust which the town of Reading lost. Transfer approved 7-0-0 This leaves $311,806 in Res. Fund. Peter then presented the Fall Town Meeting Warrent for action by the Fincom. Article 3 - To Amend the Capital Outlay Plan, will be voted after other Capital items in Warr4tnt are acted upon. Article 4 - Would amend Person(ell By-Laws to allow the Selectmen to change Classification & Compensation Plans without Town Meeting Approval. Questions were raised about the legality of this under the Charter. Peter will check with the Town Gonsel. No Vote Taken Articles 6 & 7 are dependent on Article 5 and on Union negotiations. No Action Taken. Article 9- Disposal of Surplus Bulldozed & Garbage Loader by DPW Approved 6-0-0 Article 10- Disposal of Surplus School Equipment. Approved 7-0-0 Article 11 - Transfer $6, 240. 00 from Personell Salary Acct to Town Manager Salary Acct. Approved 6-1-0 Article 12 - Rescission of Bond Authority for roof replacements :At Barrows & High Schools. This is the unused portion of that authority. Approved 7-0-0 Article 13 - Transfer land on Longfellow Rd. from School Dept to Selectmen. Approved 7-0-0 Article 14 - Allow Selectmen to Sell Longfellow Rd, property to Keenan. Amended to add words "At no further Cost to Town" 7-0-0 APproveff 7 0-0 Article 15- To allow transfer of Land from DPW (at new Garage Site) to Selectmen Approved 6-0-1 / Meeting 10/6/87 - Cont. Article 16- To authorize Selectment to swap land at New DPW Garage Site with John Biggio (thereby giving him access to road over B&M R.R. ) . Ammended to add Words 'At no further cost to town" 7-0-0 Approved 6-0-1 Article 17 - To appropiate $10,963.02 from 'Insurance Reimburament in excess of $10,000.00 Fund" to the School Dept. Approved 7-0-0 Article 23 - Increase Certain Fees Charged by Town Approved 7-0-0 The chairman then updated the Committee on various items of r Legislation (proposed) which might affect the towns' finances. Mentioned were,Binding Arbitration, The Governers Medical Plan, Extension of Medicare to all Munic. Employees (over a $100,000. impact on Readings Budget) and several other items. Mr Haskell asked for a vote of the Committee to instruct a letter. be sent to Readings State Senator, Repres., Chairman of House Ways & Means Comm. & Senate Pres to express the committees Opposition to pending Legislation o8 Binding Arbitration.
