FINANCE COMMITTEE MEETING
December 16, 1986
The meeting was called to order by Chairman O'Leary in Room 16
of the Town Hall at 7: 30 p.m. Present were members Allen, Burditt,
Harrison, and McMenamin.
Jack Russell was present from the Law Committee to discuss the Reserve
Fund Transfer in the amount of $5,000. Mr. Russell explained the legal
costs of the Callan case which included a bill for $4978 for printing
of the Brief, Appendix, Transcript, and Exhibits for the case. He noted
that $1300 remained in the Law Committee budget for the rest of the year
and that two bills not yet paid amount to $1,662. Mr. Russell expects
that there will be further legal expenses related to this case.
It was moved and seconded to TRANSFER FROM THE RESERVE FUND to the Law
Committee Expense Line Item the amount of $5,000.

Chairman O'Leary informed the Committee that he and Vice Chairman Allen
would be attending a meeting with the financial people of the Town, in-
cluding the Town Manager and the Board of Selectmen on 12/22/86.
- On January 5, Jim O'Leary will meet with the Audit Committee to review
Arthur Andersen's Management Letter for the Town' s audit.
- Chairman O'Leary noted that the Fin Com should expect a Reserve Fund
Transfer in the amount of $4500 from Beth Klepeis for unanticipated
-.expenses related to bonding.
Regarding the FY 88 budget, Chairman O'Leary said that a discussion
of the budget would take top priority after the holidays.
'.library Liaison Don Allen reported that the Library Trustees had asked
,wiat form their FY88budgets should take. They were given a deadline
of January 19by the Town Manager and are awaiting further guidelines
as to format. Regarding a recent grant received by the State, the Library
has approval by law to appropriate those funds as they see fit, without
putting those funds into the general treasury of the Town. Some Fin Com
members expressed concern about not knowing the amount of such grants.
'Hoard of Selectmen Liaison Randy Harrison reported that the Board of
-Selectmen now have a written policy on the use of public funds for things
.such as gifts.,: parties, etc. The Board of Selectmen also approved an
estimate of afee for building permits issued after construction has
already;begun. The Selectmen tabled a motion to accept as gifts
some parcele of land on North Main Street pending a meeting with the
Conservation Commission.
Liaison Randy Harrison also reported that the Selectmen approved the
temporary position of Assistant Town Clerk at Grade 8 (minimum salary
$22k) . The high incidence of false burglar alarns was discussed by
the Selectmen. The Police Chief suggested a notice of disconnectbe
sent to the offenders rather than fines which are not being collected.

There was a brief discussion of the Finance Committee's role in the
t budget process under Charter reform. Chairman O'Leary said that it
is the Committee's role to "advise and review".
The next meeting will be held on January 6 or 8 with the Town Manager
to review the budget process.
It was moved and seconded to adjourn at 8: 30 p.m.
