Finance Camatitue Meeting
October 23, 1996
The Finance Committee met at 7:30 p.m in the Diraotot'a Office in the Library, pe aem Were

The Finanon Commitee went on a tour ofthe Library led by Dandre Hanley and Mike deBrigard.
The heating and air conditioning system needs repair. in Addition,due to high carbon inn,"
levels, a yeah air system needs to be mstailed. They no hoping to install a new system instead of
mpaling the old. Other requests include painting and carpeting the children's room
Huey Harntunien gave a report on the anticipated overages and shortages on the School
Departments quarterly Mort. He distributed a budget modification form which showed the
tensfu of dollars between accounts.
Peter Heohenbladmer reviewed the Town's quarterly repotL The only Anticipated dmrttlll is in
the unemployment account and that is being Addressed in Article 6.
Ted McIntire provided minuentim relating to the recent bide for rubbish collection,recycling and

will be ommacted by the Town.
Nancy Eaton gave A abort presentation as to why she would like the Financer Committee to vote in
favor ofArtide 61me item C12 in the budgaL Taxes ate owed ht the amount 5425,00 on
Propertygiven to the Town for conservation and remeatlon proposes, gibe requests that FmCom
Appropriate the money from the tax levy fund instead of Asking the conservation trust fund to pay
for it.
Steve Blewitt attended a Audit Commhteo mooing. They discussed the posobgky of ftwdug
Pat Marwick to complete a departmental review ofthe police Department especially with regard
to"offbook"fiords and fees associated with parking end moving violating

recommend Article 3 (Capital Improvement plan)as presented at the 10/23/96 meeting by s vote

On a motion by Carol Ctrimm aeoonded by flm Kudgley the Finance Committee voted to
recommend the subject matter ofAtticle,6 as presented with somas of diads as indicated by a
vote of 7/0/1. (Source of£mde include property tax, state aid,other non property local receipts
and water&sewer reserves)
On a motion by Carol Gdmm aeoc clod by Cathatice Martin the 1'iamco Commtnee voted to
recommend Article 10 in the amount of$300,000.00 to be funded by the transportation bonding
by a vote of 8/0/0.
Cn a motion by Carol Grimm seconded by Catherine Marton the Mance Committee voted to
recommend Article 11 in the amount of$230,000,00 to be Sanded by the Downtown Street Scapa
Design Committee by a vote of 7/0/1.
On a motion by Rocco Nanerelia seconded by Tm Keigley the Finance Committee voted to
recommend Article 12 as proposed with funds not to exceed$194,000.00 and the source offands
conning from the sewer reserve by a vote of Mo.
On a motion by Carol Grimm seconded by Gerry MacDonald the Finance Committee voted to
recommend Article 13 as proposed with foods not to excoed$6,505.00 and the source of fmtds
( coming from the sewer reserve by a vote of 8/0/0,
