April 22, 1996
The meeting was convened at 7:00 p.m. in the Auditorium at Reading Memorial High School,
Reading, Massachusetts. Present were Chairman Steve Blewitt, Vice Chairman Jim Keigley,
FinCom members Carol Grimm, Tom Green, Gerry McDonald, Catherine Martin, Town Manager
Peter Hechenbleikner.
The Town Manager explained changes in Lines J2 - Vocational School, H7 - DPW Parks
Maintenance, and K44 - Capital.
In J2, the Vocational School has come up with a number of$92,542, and the Town Manager
recommended this amount.
On DPW Parks Maintenance, the Town Manager recommended a reduction of$8,000 from the
Parks Maintenance Budget because we are not undertaking the maintenance of the Austin Prep
property.
Under K44, the Town Manager recommended the elimination of the dollar amount in K44
because Town Meeting did not approve this item in the Capital Program and, therefore, cannot
spend monies for it. The Town Manager also recommended keeping revenues as proposed and
doing further modifications in the Fall as may be appropriate.
On motion by Blewitt seconded by Grimm the Finance Committee recommended the changes as
noted by a vote of 5-0-0(Keigley was not available for the vote).
The Town Manager reviewed Article 6. This is the Article for the FY96 Budget, and will be
reconsidered on the recommendation of the Board of Selectmen with the approval of the Town
Moderator. This is because of circumstances unforeseen at the time - the snow storm following
Town Meetings' action on this Article. The Town Manager gave FinCom revised figures with the
amount to come from free cash. FinCom took no official vote, but agreed that this was the
appropriate approach.
On motion by Blewitt seconded by Grimm the Finance Committee voted to adjourn by a vote of
5-0-0 (Keigley not available for the vote).
