April 11, 1996
The meeting convened at 7:15 p.m. in the Reading Memorial High School Auditorium. Present
were Chairman Steve Blewitt, Vice Chairman Jim Keigley, FINCOM members Carol Grimm,
Gerry MacDonald, Nate White, Town Manager Peter Hechenbleikner and Public Works Director
Ted McIntire. Catherine Martin
The Town Manager discussed Article 9 which is the Walkers Brook Drive sewer article. He is
suggesting that this remain tabled. We have enough money in the FY 96 and FY 97 budgets to do
the design work, and we can then come back in the fall for full approval by Town Meeting.
The Town Manager noted that under Article 6, he had made a mistake and we did not transfer
enough free cash. The intent would be on the April 22 session of the Town Meeting to request
the Board of Selectmen and the Moderator to agree to reopen Article 6 for circumstances beyond
the control of the Town, and transfer the additional money to snow and ice control from free cash
for not only the $5,000 error, but perhaps all of the remaining snow and ice expenses that we have
had.
The Town Manager reviewed the EAP pilot program. The Finance Committee had no problem
with proceeding with this pilot program. The worse case would be that Town Meeting would
have to transfer approximately$5,000 from available funds in the spring of 1997.
The Town Manager reviewed a memo regarding rubbish collection. He noted that you can look
at the numbers for one view of how we should proceed, but you also need to look at qualitative
and risk issues. Based on the information available, the Town Manager is inclined to proceed
with the waste management proposal. The material is presented to the Finance Committee for
their information.
On motion by Grimm seconded by Keigley, the Finance Committee voted to adjourn at 7:30 p.m.
by a vote of 5-0-0.
