March 8, 1995
The Finance Committee met at 7:00 p.m. in the Selectmen' s
Meeting Room at Town Hall . Present were Vice Chairman Fred
VanMagness, FinCom members Gerry MacDonald, Jim Keigley, Nate
White, Carol Grimm, Jerry Vitale, Steve Blewitt, Town Manager
Peter Hechenbleikner and Secretary Maureen Vierra. Also
present were Edward McIntire, Bob Lee, Bob Keating, Dan
Driscoll, John Silvaggi , Mary Vincent, Tom Stohlman, Joseph
Delaney and Maria Silvaggi .
Public Works Department Budget
On a motion by Grimm seconded by MacDonald the Finance
Committee voted to recommend Item H11 in the amount of
$1 ,080, 282 .00 by a vote of 7/0/0.
On a motion by Grimm seconded by Vitale the Finance Committee
voted to recommend Item H12 in the amount of $540, 938 .00 by a
vote of 7/0/0 . This figure may be reviewed if the software
purchase in the amount of $2,050 .00 can be purchased under
Chapter 90 . Joe Delaney wanted to go on record as saying he
feels the Chapter 90 money should be used for building roads
and for nothing else if at all possible.
On a motion by Blewitt seconded by Keigley the Finance
Committee Voted to approve Item H13 in the amount of
$192, 331 .00 by a vote of 7/0/0 .
Town Manager recommended the Finance Committee postpone
voting Item H14. The Town is still reviewing options for the
Rubbish collection disposal contract.
On a motion by Vitale seconded by MacDonald the Finance
Committee voted to amend Item H15 reducing the amount to
$177,425 .00 by a vote of 3/4/0.
On a motion by White seconded by Blewitt the Finance
Committee voted to recommend Item H15 in the amount of
$177,614.00 by a vote of 4/3/0.
On a motion by White seconded by Keigley the Finance
Department voted to recommend Item H16 in the amount of
$187, 394. 00 and Item H17 in the amount of 28,475.00 with
source of funding to come from bequest income in the amount
of $82 ,000.00 and sale of lots in the amount of $20,000.00 by
a Vote of 7/0/0.
The Fiance Committee reviewed the General Department of
Public Works in the Capital Improvement budget. Items
PW-B-2 , PW-B-11, PW-B-12, PW-B-13 , PW-C-7 , PW-E-4, PW-E-7,
PW-E-10, PW-E-16, PW-P-3 , PW-R-3, PW-R-6, and PW-R-7 were
discussed. The Finance Committee decided to postpone voting
these item and will vote them as a package .

Sever Department Budget Review
On a motion by Grimm seconded by MacDonald the Finance
Committee voted to recommend Items N1, N2, N4, and N5
totaling $2,889,869 .00 by a vote of 7/0/0.
Water Department Budget Review
On a motion by Blewitt seconded by MacDonald the Finance
Committee voted to recommend Item M1 in the amount of
$510,647 .00, Item M2 in the amount of $1 ,442,087.00 , and Item
M3 in the amount of $55,971 .00 by a vote of 7/0/0 .
Item M4 was not voted. In addition to the Town Manager s
budget recommendation of $355,000.00 the Water Department
needs additional money to build a holding tank and to clean
the lagoon. The total estimated cost to clean the lagoon and
build a residual holding tank is $$820,000.00. Existing
appropriation funds for this project is $289 ,000.00 leaving a
short fall of $531 ,000.00. The balance in the Water Reserve
Fund as of June 30, 1994 was $453,032 .00 . In addition
$115,000.00 was deposited from a State Reimbursement Grant
making to total available $568 ,000 .00. In the past we have
tried to keep at least $200,000.00 in reserve. The Water and
Sewer Advisory Committee recently recommended we increase the
reserve fund from $200,000.00 to a higher number. The Water
department is recommending an increase in water rates and to
use all but $100,000.00 in reserve funds to finance the
project. The Finance Committee decided to postpone voting
this item until all options of funding can be reviewed.
On a motion by Blewitt seconded by Keigley the Finance
Committee voted to recommend Item J2 in the amount of
$62 ,435 .00 by a vote of 7/0/0.
On a motion by Keigley seconded by MacDonald the Finance
Committee voted to adjourn at 10 : 00 p.m. by a vote of 7/0/0.
The next scheduled meeting of the Finance Committee is March
13 , 1995 in the Conference Room at Town Hall at 7:00 p.m.
