February 27, 1995
The Finance Committee met at 7:00 p.m. in the Conference Room
at Town Hall. Present were Chairman Richard Coco, Vice
Chairman Fred VanMagness, FinCom members Gerry MacDonald,
Nate White, Carol Grimm, Jerry Vitale, Bill Murphy, Steve
Blewitt, Town Manager Peter Hechenbleikner and Secretary
Maureen Vierra. Also present were Police Chief Edward
Marchand, Fire Chief Donald Wood, Town Meeting member Steve
Crook, Daily Times Chronicle reporter Maria Silvaggi and
residents John Arena and Randy Gonchar.
Liaison Reports
Chairman Richard Coco reported that 22 firms submitted
proposals to become designated architects for the Police
Station renovation project.
Fire DepartmentFire Department Budget Review
A concern of VanMagness was that the overtime request of
$142, 340 would not be enough for FY96. The overtime budgeted
amount for 1995 was $125,271 .00 and to date have spent
$154,831 .00. Chief Wood is projecting a total of $250,000.00
for FY95 . Chief Wood explained that 1995 was a bad year. In
addition to 5 firefighters being out with injuries and
illnesses, there was a problem with the Fire Civil Service
Exam. Turnover employees could not be replaced in a timely
manner. The problem has been resolved.
VanMagness made a motion to increase the overtime figure to
$175,000.00. This motion was not seconded.
On a Motion by Murphy seconded by Grimm the Finance Committee
voted to table Item G5 by a vote of 2/6/0.
On a motion by White seconded by MacDonald the Finance
Committee voted to recommend Item G5 in the amount of
$1 ,994,354.00 and Item G6 in the amount of $78, 925.00 by a
vote of 6/1/1 with Murphy abstaining.
Police Department Budget Review
The Town received notice from the Department of Justice that
they have been chosen as recipients of a $75,000 .00 grant if
they want to hire an additional police officer. The Town
will be given $25 ,000.00 each year over the next 3 years .
The Towns cost based on a starting salary of $34,000.00 is
estimated at $17,400.00 per year which includes benefits.
The Police Chief has also requested an additional $11 ,000.00
which is not reflected in the budget. He would like to
promote one Patrolman to Sergeant and one Sergeant to
Lieutenant. He believes this change in structure would help
staff the current shifts and reduce the overtime account.

On a motion by White seconded by Vitale the Finance Committee
voted to recommend Item G1 in the amount of $2, 129,000.00 and
Item G2 for $183 , 125.00 by a vote of 8/0/0.
On a motion by VanMagness seconded by MacDonald the Finance
Committee voted to recommend Item G3 in the amount of
$13,045.00 and Item G4 in the amount of $4, 100.00 by a vote
of 8/0/0.
On a motion by VanMagness seconded by White the Finance
Committee voted to recommend Item G7 in the amount of
$210,788.00 and Item GS in the amount of $19,050.00 by a vote
of 8/0/0.
The Finance Committee adjourned at 9:43 p.m. The next
scheduled meeting is on March 1 , 1995 at 7:00 in the
Selectman' s Meeting Room at Town Hall.
