The meeting was called to order by the Chairman at 7.55 o'clock.
The records of the last meeting were read and approved.
The Welfare Board, Mrs. Leman, Mrs. Rooney and Mr. Scholz, appeared
regarding the need of additional funds for welfare accounts. Mrs. Leman
stated that $ 1000 would probably be needed for Administrative Expenses and
r possibly ? 1000 additional for Aid, 'Bo ard & Care and 43500 for Old Age
rr Assistance. She pointed out that possibly a transfer of $ 2000 from Temporar
Aid Account could be made thus reducing the amount to be provided from other
sources. No transfer from the Reserve Fund was requested at this time.
Mr. Devaney, for the Committee on Rules of Procedure, submitted a
�j revised report and on motion of Mr. Roberts it was voted to accept the
same and place it upon the records.- On motion of Mr. Sturgis it was voted
to adopt the report as Rules of the Committee.
The Secretary was instructed to notify town boards by October 31st
relative to the submission of annual budgets of the following year in
sufficient time for deliberations to begin before the close of the current
year.
Meeting adjourned 9 9.M.

1. First meeting for considering of Budget will be held during the
last week of December.
2. Second meeting will be held one week from date of first meeting.
B. Third meeting will be held one week from date of second meting.
4. Fourth meeting will be held at a date to be set at third meeting
for Public Rearing.
6. Fifth meeting will be held at a date to be set at third meeting
for Semi-Final consideration of Budget.
6. Sixth meeting will be held at a date to be set at third meeting
for Final passing of Budget and listing to Chairman's report.
Explanation of Purposes of Various Meetings
First Meeting
In October the Finance Board will request from each of the town Boards
a complete Itemized Budget to be in our hands not later than (this year)
the 27th of December. The following information will be obtained by our
Clerk for use at this first Budget meeting.
From the Assessors:
Their beat estimate of the Real Estate Valuation for the
coming Year.
Their beet estimate of Personal Property Values for the Com-
Ing Year.
The same information actually for the previous year.
The number of granted abatements and amounts for the two pre-
ceding years.
From the Tax Collector:
The percentage of unpaid taxes as of the week of the meeting
for the three preceding years, and the actual amount of un-
paid taxes for the preceding year.
From the Banks in Town:
The condition of payments on mortgages and payments of inter-
est.
A general opinion as to the conditions which may prevail in
the coming year.

From the welfare Department:
A general opinion an to conditions during the coming year.
From the Town Accountant:
Listed -- probable income o1 the town from sources other than
taxes on real estate and personal property.
V Listed -- fixed expenses such as State Tax, County Tax, Retire-
ment on Bonds, Interest payments, Insurance premiums, etc.
At thin meeting the entire Finance meeting will check over the various
figures presented to them, have a general discussion of the condition of
the towel and come to some conclusion an to the possible tax rate to be
aimed at.
Seo and Meeting
An invitation to Chairman of all other boards be .issued to attend this
meeting. They will be asked to explain the extra items in their Budgets
which did not appear in last year's Budget. They will also be told of
the aims of the Finance Committee in regard to the tax rate; will be ad-
vised as to our opinion of the financial condition of the town; and will
be asked to cooperate tbrough our Sub-Committees in achieving our rate
objective.
Third Meeting
„ Devoted to discussion of each Board's Budget; Sub-Committee Chairmen will
make notes of discussion, of questions and. of opinions of their Committee.
This meeting is for the purpose of giving the Sub-Committee a full back-
ground for their work with their Town Boards, an well as to give the entire
Finance Committee a working knowledge of each Board's Budget. At this meet-
ing dates will be arranged for Sub-Committee's visit to Boards.
Fourth Meeting
Public Hearing.
Fifth Meeting
Semi-Final Consideration of Budget. Reports of Finance Committee's Sub-
Committees will be heard. A tentative vote on items of all Budgets will
be taken. After this vote has been taken, the Clerk will analyse the complete
picture as voted, in order to bring to the Final Meeting a complete Finan-
cial picture. At this meeting also instructions will be given the Clerk
to notify those Boards of our failure to recommend say article and the
reason for our action, and invite them to attend our Final Meeting, if they
desire to reason with us again; or to advise us if they desire to "go along”
with us.
Sixth Meeting
Final. At this meeting Boards desiring to further explain a non-reoommended
item will first be heard. Our Board will then go into executive session,

first voting on the items which are to be re-considered, and then arriv-
ing at final figures of Budget, and approving the Chairman's report.
Note: -- It is understood that meetings with Sub-Committees, particularly
those handling the larger expenditure boards may be necessary, this is to
be left to the discretion of the Chairman, providing the Chairman of the
Sub-Committee asks for a meeting.

` 1. Written notice will be sent to Town Boards upon failure to room-
mend any item in their Budget, with the reason for the vote, and
an invitation to further explain to Finance Committee at a speci-
f fied date, or a request to notify in writing the Finance Committee
if the Board in question accepts our vote.
2. That, vhenever time allows, Articles placed in Warrant by private
citizens calling for expenditures of monies will be referred to
interested Town Board and their advice sought by the Finance Com-
mittee, before vote is taken.
3. All reports of Bub-Committees or Special Committees be written.
4. That our Clerk be instructed to prepare a standarized form for the
Boards to send in their Budgets on, and that this form be prepared
in such a manner as to also serve to a work-sheet for the members
of our Committee.
8. That each year our Board request from the Board of Selectmen an
early closing of the Warrant, in order that we may not be rushed in
our final meetings of consideration.
