HomeMy WebLinkAbout1933-08-25 Finance Committee Minutes Meeting August 25, 1933. A meeting of the Finance Committee was called to order at eight o'clock. The records of the last meeting were read and approved. It was voted not to grant Cir. Theodore P. Berle a second hearing before the Committee, as he had been given uAlimited time at the meeting of August" 22nd. The School Committee represented by Chairman Coolidge and Mr. Holcomb were eagain before the Finance Board relative to the proposed elementary school. Mr. Coolidge stated that in borrowing for this project it would not be _ necessary to provide for any appropriation from the tax levy as required in other borrowing. He explained the various plans of financing which had been discussed with him before the Emergency Finance Board. Chairman Mount questioned him as to the best plan of education and particularly regarding ` future educational plans and how this school would affedt such plans. Mr. Coolidge showed the need of additional rooms and provided figures made up from 1932 experience, predicting that relief would be absolutely necessary in five years and probably within three years if the normal increase in attendance was continued. He estimated that a twelve room building would entail the following annual expenditures : Janitor' s service $$2167.00, Heating 9$845.00. He stated that by ising old furniture the additional equipment would cost about §4500. As an offset to the outlays there would be a saving of about $1800 per year for transportation. He stressed the fact that more teachers would be needed whether or not the building was provided, as the classes were now altogether too large. He produced other figures, some based on actual experience and some on future estimates., both as regards hhe educational and building plans now being con- sidered by the Committee. Under Article 5 it was moved by Mr. Devaney that the Committee recommend the building of an elementary school provided the cost of financing be a grant or loan from the Federal Government. The motion was seconded by Mr. Briggs and voted unanimously. Tinder Article 6 it was voted to recommend that the town borrow 9$lo0,000.0o from the Federal Government under the N. I.R.A. and that the amount due and payable shall be paid within ten years. That 9$3,500.00 be appropriated at this meeting to cover preliminary expenses with the further understanding that 9$6,500.00 additional may be needed to cover additional expenses and equipment which amount should be approved at a subsequent town meeting. It was the sense of the meeting policy that the olic be laid down that no person be granted time before the Committee other than at a public meeting so advertised. The meeting adjourned at 10 o'clock. Members present:Chm. Mount, Briggs, Haley, Dickie, Knox, Carrell, Merrill, Ellison, Devaney, Connelly. Clerk.
