HomeMy WebLinkAbout1933-02-28 Finance Committee Minutes r \ Public Meeting - February 28, 1933. The meeting was called to order at 7.55 o'clock. Fifteen citizens were present in addition to the Co=mmittee and a representative of the press. Mr. E. B. Currell spoke on Article 29, amendment to the zoning by-law and stated that in his opinion it would work a hardship if this amendment was adopted, as it would make it practically impossible to obtain gravel or sand in the Town. =:r. George E. Larrabee spoke regarding school matters and stated that inasmuch as the School Committee had made such progress toward a substantial reduction of the school budget, he felt that he was willing as one of the principal agitators for economy, to rest his case for this year. He however, felt that more curtailment could be brought about without detracting from the education of the youth. Mr. Arthur A. Gilmet spoke on Article 38, Fire Alarm box, Libby Avenue near B. Street. He urged that this box be installed as a matter of protection to the residents in that vicinity. Mr. Larrabee again spoke and in favor of Article 13 - Traffic Lights in Reading Square. He stated that in his opinion a system of traffic lights should be installed in order to do away with one or more police officers. Mr. Henry R. Johnson spoke in opposition to the installation of the one trafft light contemplated, as he felt that one light would be of little benefit and that nothing should be done until the town was ready to make a complete installation. Mr. E. B. Currell asked if any action had been taken in regard to the Water Department, more especially relating to matters referred to in a report prepared for the Tax Payers Association. He felt that water rates should be reduced. Mr. Henry R. Johnson spoke of the possibility of doing away with the rental of the quarters for Post 194 G.A.R. and proposed that it might be possible to provide quarters in the Victory House. the public meeting adjourned at 8.30 blalock. The Finance Committee then went into executive session and the records of the last meeting were read and approved. Mr. Eames, Superintendent of Fire Alarm appeared regarding re-location of Fire Alarm b= on Haverhill Street, if and when the construction called for in Article 21 was undertaken. He also explained the need of a Fire- Alarm' box on Libby Avenue near B. Street, called for in Article 38. The following appropriations for 1933 were recommended, being the items which had not been previously voted upon: Collector' s Salary 42,066.00 40 Assessor's Expenses 1,300.00 Insurance 2,825.00 Interest, not including 'Nater, Light & Sewer 125,145.00 Hydrant Rentals 1,000.00 Highway Dept. Maintenance 25,000.00 Snow & Ice 3,500.00 Care of Dumps 500.00 Public Welfare, Administrative Expense 1,591.00 ) Aid,Board & Care 28,404.00 ) Mothers' Aid 6,000.00 ) Temporary Aid 7,000.00 ) Sp Old Age Assistance 13,000.00 ) Total $55,995.00 State Aid 1,000.00 Soldiers' Relief 12,200.00 Meeting February 28, 1933 Cont. Reserve Fund - Voted to recommend appropriation of $5,000.00 from Overlay Reserve. Article 8. Unpaid Bills 1932 - $533.42 Article 14. Land Court Expenses - 300.00 L Article 16. Pensions for Police and Fire Department - Do not recommend. �r John L. Devaney dissenting. Artiele=18. Fire Alarm Haverhill Street - Recommend reconstruction, the cost to be taken f rom the regular Fire Alarm apropriation. Article 19. Storm Water Drainage Construction, Recommend 4,000.00 Article 21. Haverhill Street Construction, under Chapter 90, General Laws - $8,000.00. Article 22. No action taken. Article 23.Recommend, the cost $337.02 to be taken from the regular Highway appropriation. Article 24. Recommend, the coat ? 1,130.48 to be taken from the regular Highway appropriation. Article 25. Street Lighting. Voted to refer the subject matter of this article to the Municipal Light Board. Article 28.29-30 Amendments to the Zoning By-law. No action taken. Article 31. Plan for playground development. No action taken. Article 33. Town Records - Voted to recommend $50.00. Article 34. No action taken. Re-zoning on easterly side of Main Street. Article 38. Fire Alarm Box, Libby Ave. near B. Street. Voted to refer subject matter of this Article to the Board of Selectmen. It was voted that it is the sense of the Finance Committee that the Municipal Light Department should turn back the sum of $18,600.00 from the receipts of 1933,to the Town Treasury. It was voted that all previous votesbe made unanimous and that the names of all the members of the Finance Committee be affixed to the report g on the annual budget. Adjourned 11.15 P.M.
