HomeMy WebLinkAbout1932-03-03 Finance Committee Minutes Finance Comnittee Meeting h:arch 3, 1932. The meeting was cAlled to order at eight otclock by the Chairman. The records of the previous meeting were read and arnroved. The hoard of Public 'Norks, Chairman Hartshorn, Putnam, Fairclough,hlerrill, and Supt. �irnie, appeared in relation to their budget for 1932. Mr. Herts- horn stated that the proposed cut in highway appropriation to 430,000.00 was a drastic reduction and it would mean that the highways could not be kept up as heretofore, and some of the work already done would suffer for lack of proper attention. Under the Sewer Department, he stated that the recommendation of the Finance Committee the.t no considerable new work be done extending the Sewer system could be carried out and in that event the money could be applied to the payment of sewer bonds due in 1932, ,'x9,000.00. Under Park Department he felt th,.at the reduction of n1,000 and the estimate of W500 would mean that considerable work which was planned for 1932 would have to be abandoned. Under %sirch tleadow appropriation called for in Artile 27, ir. Putnam made a plea for at least 4100.00 in order that certain work might be done to conserve what had already been completed. Members of the Committee asked Chairman Hartshorn several questions regarding their plans for 1932 after which the ooard was dismissed. It was voted to reconsider the previous vote of rirch y,eadow appropriation and the vote was passed to recommend ,:5100.00. the highway appropriation was discussed at some length and it was moved to reconsider the previous vote, 'his motion was not seconded. A letter from h1r. Arthur W. Coolidge, chairman of the School Committee vias read regarding the school appropriation. It was moved by mr. Devaney and seconded by I1r. Higgins that the Committee recommend for General School Salaries and Maintenance $�237,750.00. It was moved by Mr. Haley and seconded by i"r. Killam to amend the original motion changing the amount to 4239, 500.00. the amendment was not carried. 'he original motion was then put and it was voted to recommend 5237,750.00. It was voted to recommend $3,750.00 for lgricultura.l Department salaries ''300.00 for Agricultural Department Maintenance; :n1200 for Vocational School Tuition. It was voted to recommend ,, 3,500 called for in Article 22 for grading Junior High Schopl playground. 'he 3osrd of >electmen appeared and stated that they were willing to reduce the total amount asked for by 152, 100 but reauested a little more time in which to apportion the amount. It was voted to recommend the budget of the -card of Assessors as sub- mitted. total %:6,209.00. It was voted to recommend 8250 .00 for Manning hoard expenses instead of %;500 as requested. It was voted to recommend w)42,000 for the payment of maturing debt for 1932, which sum does not include light, water or sewer loans. 60 It was voted to reconsider the earlier vote of the blanket sum of ;'237,750.00 andthat the division of this sum be referred back to the School Committee . Under Article 9 it w,s voted to recommend x600. Under article 19 it was votedto recommend that the Town authorize that %x20,000 be used in fixing the tax rate for 1932. 'Phe meeting; was called to order by the Chairman at 8.10 o'clock. rr. Collidge, chairman of the School Hoard appeared on invitation to further discuss the school budget. He stated th^.t after going, over again very carefully the different items, he felt that the most which the budget could be reduced was Q$ , in addition to the 48,850.00 already deductec making the total reduction He answered several questions put to him by members of the Committee and leaving assured the Committee th^.t the money provided for school expenditures would be most carefhlly expended. The Municipal Light Board appeared, Chairman Johnson, baker, Evans and Supt. Sias. Mr. Johnson was first aslred to present Article 25, underground instillation on Haven Street. Ie stated that this Article was inserted in the warrant In response to a petition from about thirty-five business men located on Haven Street who felt that this business street should be as well lighted as Main Street in the business area. iT�r. "ias outlined briefly the work contemplated which would cost approximately w20,000.00, part of which could be financed by transfer from depreciation r'und and the balance by bond. issue. Chairman Johnson stated th�t the above matter would not be pressed by the Board although the feeling was that wort: could be done at this time at a lower cost than in the future. Mr. Baker and f,;r. Evans also spoke along the same line . Thep both expressed the opinion that if the street wss to be better lighted it would be economy to install the under- ground, r^thee than to increase the number of lights on the present over- head system.
