The meeting was called to order at eight o'clock by the Chairman .
'ihe records of the last meeting were read and approved.
The Board of Public :Welfare first appeared represented by Chairman
Mary F. Daniel and Mrs. Leman, who presented the budget of the Welfare,
Department for 1932 and briefly outlined the existing conditions which have
made it necessary to ask for a much larger appropriation than in 1931. The
total budget asked for by the Welfare Board is ',$37,152.00. The Board could
® furnish no guarantee that this amount would be sufficient but hoped to keep
within the appropriation.
,he Board of Public Works appeared, the members present being Chairman
Hartshorn, Putnam, Fowle, Fairclough and Supt . Birnie. Chairman Hartshorn
went over the various items in their budget calling attention to the fact that
they had voluntarily reduced the estimate for the Highway Department from
A40,000.00 to 9'35,000.00 and stricken out the Oalem Street protect; had reduced
® the sidewalk estimate from X12,000 to , 10,000, and the Storm Water Drainage
estimate from 510,000 to £P0993.56. He suggested that the birch Meadow appro-
priation might be reduced to 4500. Under the Sewer Department he stated that
if certain extensions of the sewer which had been planned for 1932 were omitted
that item could be reduced from 12,000 to 88,000. He urged that the ° 7,000
asked for improvement of ?heading Square, expense to be met by the Town, County
and State, under Article 28, receive favorable action by the Committee.
Dr. E. E`. Halligan appeared for the Board of Health._ He explained the
increase in the appropriation asked for bare of Contagious Diseases ($3,000
in 1931, - '$6, 500 in 1932) This increase is caused principally by the new
policy adopted by the State and County under which the board of every patient
is charged directly to the torn from which the _patient comes.
The board of Selectmen, Chairman P.iorrison, Sweetser, and Leman appeared
and stated that the items in their regular budget had been carefully gone over
and no decreases in the estimated appeared possible . Under Article 12 they
stressed the need of a new automobile for the Police Department which calls
for an appropriation of x511. Under Article 13 they presented no figures as
the matter was to receive further study. Under Article 29 they stated that
this matter would be contingent upon the reconstruction of Heading Square and
would be prepared probably' by the next meeting to give an estimate of the cost
of signal installation. _
A. general discussion was held and no votes were taken.
