The meeting was called to order at 8.10 P.M. .The Fire Department budget was presented by Chief Ordway, asking for an increase of ; 100 per man, the maintenance budget calling for an increase on account of the purchase of additional equipment. The Reading Civic Association appeared for a proposed article in the warrant calling for the purchase of land in and about Birch Meadow for play- ground purposes. The Committee was represented by Harold Putnam, Mr. Ambrose and others. ` ' Supt Hugh L. Eames appeared for the Byre Alarm budget and asked for an increase of 1084 above the amount already presented on account of the renewal of a number of poles, making it necessary for him to change cross arms and wires. Mr. Ordway also spoke on the Town Forest project and urged that something be done this year looking to the starting of a town forest. Mr. H. Raymond Johnson appeared for an article to be inserted in the annual warrant calling for an appropriation to investigate q matter of an athletic field. Adjourned 10 P.M. Members present: Chm. Mount, Bryant, Connelly, Ellison, Gordon, Haley, Killam, Knox, Scott, Briggs. Cler Meeting February 25, 1930. The meeting was called to order at 8 o'clock. The Board of Public Welfare budget was presented by Chairman Mary F. Daniel The Board of Assessors, having been called in regarding assessments in Reading Square, were present with Mrs. Atkinson, clerk. Several questions were asked the Assessors covering assessments in the Square and in other parts of the Town. The Municipal Light Board, Chairman Henry x. Johnson and Mr. Herbert G. 40 Evans with Supt. Sias appeared for Article 21 in the annual warrant. Mr. i Sias read from a report regarding the extension of the plant and recommending that $15,000 be raised by bond issue to be paid over a period of 10 years, the money to be expended for extension and improvement of lines. Mr. Leland W. Kingman, Chairman of the Planning Board appeared for Articl 28 stating that as the matter of improvement of Reading Common was referred to the annual town meeting 1930, the Planning Board placed the article in the warrant as directed, fie stated that as far as the Planning Board was con- cerned the matter would not be pushed as it might well be deferred to some future time. The regular budget of the expenses of the various departments was next taken up and appropriations were recommended on most of the items. ` It was voted to call in the hoard of Public Works for further reference, especially regarding the item of storm water drainage and the clerk was also instructed to ask that the School Committee be represented at the next meeting in regard to its budget for general expenses particularly the amounts appor- tioned for the maintenance of building and grounds. Members Present: Chm. Mount, Burgess, Bryant, Connelly, Devaney, Fairchild, CGordon, Haley, Killam, Knox, Moyer, Scott, Briggs. er . Meeting February 26, 1930. The meeting was called to order at 8 ofeloek. The Board of Selectmen appeared on Article 11 calling for an appropria- tion of $50,000 to build a Police Station and town lock-up. The Selectmen recommended salary increase for members of the Fire Dept. to make the salary rating the same as the Police Dept. It was voted not to recommend an appropriation of $100 asked for by the board of Health for food inspection. It was vo8ed to recommend an appropriation of 5400 for Child Welfare work, Article 32. It was voted to recommend appropriation of $200 for the Middlesex Bureau of Agriculture, Article 33. Article 37 was then taken up. This article called for an appropriation for the further development of storm water drainage and the following appeared in regard to specific drainage extension: J. Winthrop Sias regarding drain on his property line from John Street easterly, Mr . H. Raymond Johnson regarding drainage on Woodward Ave., Vale Rd., and Hancock Street; Mr. Lyons, Mr.. Ed- ward F. Parker, Mr. Barclay also appeared regarding drainage in the same vicinity; Mr. W. Homer Morrison for drainage on Pleasant Street; Mr. Enos and Mr. Rose regarding drainage from Hancock St. northeasterly. Mr. H. Raymond Johnson appeared in favor of Article 35 calling for an appropriation of $500 for Athletic Field Survey in answer toseveralquestions put to him by various members of the Committee. Chm. Carl M. Spencer of the School Committee appeared again at the re- quest of the Finance Committee for further discussion of the School Budget. Article 11 was taken up and after a discussion it was voted to recommend the building of a Police Stat&on at a cost not exceeding $50,000 and that $5,000 be raised from the tax levy and the balance 145,000 by issue of bonds, payable 45,000 yearly for 9 years, 1931 to 1939 inclusive. The vote was 11 - Yes, 3 - No, 1 not voting. Article 14 was next considered and it was voted to recommend the exten- sion of the water system by the erection of another standpipe and that $35,000 be raised and appropriated and that bonds be issued as follows : Payable $3000 yearly for 5 years and w2000 yearly for the following 10 years so that the whole loan shall be paid within 15 years, i.e. 1931 to 1945 inclusive. -J
