HomeMy WebLinkAbout1951-02-19 Board of Public Works Minutes 101 Reading, Mass. , February 19, 1951 The regular meeting of the Board of Public Works opened at 7:30 P.M. Chairman Calvin, Messrs. Donahue, Harrison, and Superintendent Welch were present. Mr. & Mrs. Carl Cooper of 167 Summer Avenue conferred with Board relative to January 1951 water bill. Voted to abate the sum of $10.00 on the above mentioned water bill. Hearing at 8:00 P .M. on proposed acceptance of Shipkin Avenue from Summer Avenue to North Street as a public way. Following persons present: Mary Keane Joann Jonah Olive Mulhinch Andrew Mulhinch Harold Jonah', Jr. John P. Keane Rufus Price John Maliar Herbert Madden Jessie McGillicuddy James Delaney A prolonged discussion took place. This acceptance presents many problems. The street location is now a water easement for a 12-inch main feed line to the Bear Hill Standpipe. The Board ex- plained that they wish to take all necessary steps to protect this pipe. The proposed grade of the road is quite steep necessitating the construction of a "permanent type" road service. The abuttors stated that because of the unusual conditions they felt that the Town should absorb some of the cost. It was suggested that the Town absorb 506 of the cost and the abuttors 50% of the cost. All the persons present agreed to this suggestion except Mr. Madden and Mr. Maliar who dissented. The Board then met in executive session. It was moved, seconded, and voted to recommend to the Town flit the acceptance of the above described section of Shipkin Avenue as a public way. ' It was moved, seconded, and voted to place the final assess- ments against the abutting properties on the basis of 50% of the cost of construction with the Town absorbing the other 50% of the cost of construction. Following Granolithic Sidewalk applications received, approved and placed on file: Albert Attavesta 36 Wescroft Road Wm.Atwood 34 Wescroft Road ; Michael Havel 45 Wescroft Road Charles Johnson 39 Wescroft Road / Edward Winterbottom 38 Wescroft Road Received letter from David Walsh, Prescott Wilmot and Daniel Delorey, all of Winslow Road which posed the following auestions: 1. What steps are being taken to provide sewers in this , area? 2. What is the cost to the abuttors for sewer extensions? 3. The affect on the tax rate if sewers were extended to this area? 4. What is being done to extend the sewer system all over Town? Placed on file. Received note from Jack Harrison extending thanks to Board for sympathy extended because of the death of his mother. Considered conditions in Summer Avenue abutting No. 39. ,The owner of the property empties a pipe onto the surface of the road. In winter months this freezes causing successive layers of ice to accumulate on the road creating a hazardous condition. Voted to write owner of property at 39 Summer Avenue recuest- , ing him to cease emptying pipe onto surface of road and offering to issue a permit to him to connect the pipe to the storm drain in the street in front of his property. 103 Received letter from Whitman & Howard accompanied by letter from Thompson & Lichtner Co. , Inc. offering to inspect steel for storage tank for the price of $0.75 per ton. Voted to accept offer and authorize Whitman & Howard to complete necessary arrangements. Voted to hold next meeting of Board on Monday. February 26, 1951. Board adjourned at 10:30 P.M. February 19, 1951 Town of Reading REPORT OF RHE BOARD OF PUBLIC WORKS ON THE LAYING OUT OF SHIPKIN AVENUE The Board of Public Works of the Town of Reading having determined and adjudged that common convenience and necessity require the laying out of a Town Way under the provisions of law authorizing the assessment of betterments, substantially in the location hereinafter described, having complied with all require- ments of law relating to notice to the owners of land thereof and of a hearing thereon, and having met at the time and place appointed for such hearing and then and there heard all persons present who desired to be heard, have laid out as a Town. Way for the use of the T Town running Southerly from the existing Town Way known as Sumer Avenue to the Northerly terminus of a Public Town Way known as Shipkin Avenue as accepted at an Adjourned Annual Town Meeting held March 19, 1934, said point also being the Southerly side line of a Private Way known as North Street, substantially as and in the location of the Private Way known as Shipkin Avenue, the boundaries and measurements of said way as so laid out are as follows: Beginning at a point in the Southerly side line of said Sumer Avenue, said point being N. 880 - 001 - 30° W. a distance of 122.52 feet, measured along said Southerly side line of Sumer Avenue, from a County Stone Bound located at the Westerly terminus of a curved line in said Southerly side line of Summer Avenue having a radius of 699.46 feet and a total length of 364.81 feet; Thence by a curved line to the Left, running in a South-westerly direction, having a radius of 20.0 feet, and by lands of John R. Maliar and June F. Mahar, a length of 30.37 feet to a point of tangent; -2- Thence S. 40 - 591 - 10" W., still by lands of said John R. Mahar and June F. Maliar, and by lands of Maurice E. Gillespie and Margaret F. Gillespie, Wilbur W. Macintosh and Samuel A. Stein, Rufus B. Price and Hazel H. Price, John P. Keane and Mary E. Keane, Harold F. Jonah, Jr. , and Joann E. Jonah, and lands of Wilbur W. MacIntosh a distance of 515.45 feet to a point of curve; Thence by a curved line to the Left, having a radius of 20.0 feet, still by lands of said Wilbur W. Macintosh, a length of 31.49 feet to a point of tangent on the North- erly side line of said North (Private) Street; Thence N. 850 - 13' - 00" W., along said Northerly side line of North (Private) Street, a distance of 20.07 feet to an angle point; Thence turning and running S. 40 - 591 - 10" W., a distance of 40.0 feet to a point on said Northerly terminus of Shipkin Avenue as accepted March 19, 1934; Thence turning and running N. 850 - 131 - 00" W. , along said Northerly terminus of Shipkin Avenue as accepted March 19, 1934, a distance of 40.0 feet to a point ; Thence turning and running N. 40 - 599 - 10" E. , a -� distance of 40.0 feet to an angle point; Thence turning and running N. 850 - 13' - 00" W. , a distance of 19.93 feet to a point; Thence by a curved line having a radius of 20.0 feet, running in a North-easterly direction, by lards of Frank C. Dodge, a length of 31.35 feet to a point of tangent; Thence N. 40 - 591 - 10" Ps. , still by lands of said Frank C. Dodge and by lands of Jessie McGillicuddy, Andrew Mulhinch and Olive R. Mulhinch, Sidney L. Look and Elizabeth M. Look, Ruth E. Mathews, and lands of Herbert Madden and Myrtle I. Madden, a distance of 511.55 feet to a point of curve; Thence by a curved line to the Left, having a radius of 20.0 feet, still by lands of said Herbert Madden and Myrtle I. Madden, a length of 32.46 feet to a point on said Southerly side line of Summer Avenue; Thence S. 880 - 00t - 30" E. , along said Southerly side line of Summer Avenue, a distance of 80.11 feet to the point of beginning. The above described lines being more fully shown on a Plan entitled "Shipkin Avenue, Reading, Mase." dated February , 1951, -3- Board of Public Works, Philip Welch, Superintendent, said Plan being a part of this description.
