HomeMy WebLinkAbout1951-02-05 Board of Public Works Minutes 95 Reading, Mass . , February 5, 1951 The regular meeting of the Board of Public Works opened at 7:30 P.M. Chairman Calvin, Messrs. Hopkins, and Superintendent Welch were present. Mr. Hopkins acted as chairman due to the indisposition of Mr. Calvin. Mrs . Kenneth Green, 24 Pilgrim Rd. conferred with Board requesting more attention be paid to snow plowing on sidewalks on Lowell Street, north of Grove Street. Received letter from Mr. Charles Stark, 63 Scotland Road stating that he had paid his sewer frontage assessment under protest. No action taken. Received petition from four abuttors on Spring St. request- ing that the sewer be extended in Orange St. , and Spring St. , to serve their properties. Placed on file. Received letter from Mr. Francis Stratton, 421 Summer Avenue, requesting permission to connect a pipe drain from his cellar to the public storm drain in the rear of his property. Voted to grant permission subject to the usual provisions. Following Granolithic Sidewalk applications received, approved, and placed on file: Robert Buck 30 Dudley Street Wm. McDonnell 65 Berkeley Street'/ Following Granite Curbing applications received, approved, and placed on file: Wm. McDonnell 65 Berkeley Street Received letter from Mr. F. D. Sabin, District Engineer, 96 State Dept. Public Works, relative to request of Board that they be relieved of the duty of signing routine forms for Chapter 90 projects . Mr. Sabin states Board may, if they wish, vote to authorize an agent to sign forms in their stead. Voted to authorize Superintendent to sign all forms for Chapter 90 projects except contracts. Voted to advertise for bids for the sale of junk at the Mill Street Pumping Station. Hearing at 8:00 P.M. onproposedacceptance of Meadow Brook Lane (Sta. 0 + 00 to Sta. 6 + 27. 51) as a public way. Hearing at 8:30 P.M. on the proposed acceptance of Orchard Park Drive (Sta. 0 + 00 to Ste. 5 + 15.79) as a public way. Voted to hold next Board meeting, Monday evening, February 12, 1951. Voted to request the Selectmen to partition off a section of Room 19 for use by the Board of Public Works. Conferred with a delegation of three men from Shipkin Avenue. They requested that this street be accepted as a public way at the Annual Meeting in 1951. February 5, 1951 Town of Reading REPORT OF THE BOARD OF PUBLIC WORKS ON THE LAYING OUT OF ORCHARD PARK DRIVE - - - - - - - - - - - - - - - - - - - - - - - - - - - - The Board of Public Works of the Town of Reading having determined and adjudged that common convenience and necessity require the laying out of a Town Way under the provisions of law authorizing the assessment of betterments, substantially in the location hereinafter described, having complied with all require- ments of law relating to notice to the owners of land thereof and of a hea ring thereon, and having met at the time and place appointed for such hearing and then and there heard all persons present who desired to be heard, have laid out as a Town Way for the use of the Town running Northeastarly from the existing town way known as Summer Avenue to a dead end, substantially as .and in the location of the private way known as Orchard Park Drive, the boundaries and measurements of said way as so laid out are as follows: Beginning at a point on the South-easterly side lire of said Sumer Avenue, said point being located a length of 50.44 feet South-easterly from a stone bound situated at the Northerly terminus of a curved line in said South- easterly side line of Summer Avenue having a radius of 679.50 feet and a total length of 125.71 feet; Thence by a curved line South to East, having a radius of 20.0 feet, by lands of William Hoeckel and Caroline M. Hoeckel, a length of 30.83 feet to a point of tangent; Thence N. 650 - 241 - 30* E. , still by lands of said William Hoeckel and Caroline M. Hoeckel and by lands of Earl F. Sampson and Ann M. The above described lines being more fully shown on a Plan entitled "Orchard Park Drive, Reading, Mass." dated January, 1951, Board of Public Works, Philip Welch, Supt. , said Plan being a part of this description. We determine that no damages will be sustained by any person or persons in their property by reason of the taking to be made for this improvement. All acts in connection with said laying out are done under the provision of law authorizing the assessment -3- of betterments, and betterments are to be assessed therefor.
