HomeMy WebLinkAbout1929-02-22 Finance Committee Minutes -. Meeting February 22, 1929 . The meeting, was called to order at 9.10 A.M. by the Chairman. Article 35 was first taken up and Chief Ordway appeared in favor of the appropriation asked for to purchase an additional piewe of fire apparatus, the plan being to transfer Segrave pump from the Central Fire Station to Hose 2 house on Woburn Street. Mr. A. N. Mansfield and Mr. t E. P. Crocker also appeared in favor of this appropriation. i It was voted to reconsider the vote of Feb. 18th and afterward voted to recommend the appropriation under Article 35. Mr. E. 8. Currell and the following members of the World War Memorial Committee Mr. Parker . Mrs . . Shepardson, Mr. Davis, Mr. Kingman, appeared for Articles 14 and 15. The Board of Selectmen appeared on the matter of the increase in pay 40 for the Fire Department, Police Department and on Article 12, Richardson House, and Article 13, auto for the use of the Chief of Fire Department. The School Committee represented by Chairman Spencer, Mr. Coolidge, Dr. Carnes and Supt. Safford, appeared on the School Department budget, and after some discussion agreed to accept the recommendations of the Finance Committee that the amount for General Maintenance be reduced to $56,000, and General Salaries to $172,000. The Board of Public Works represented by Chairman Harry N. Brown, Mr. Putnam, Mr. Higgins, Mr. Davis and Supt. Collins, appeared and dis. cussed at some length the matter of the standpipe called for in Article 16 and Surface Drainage in Article 19. The Committee in executive session discussed various matters presented and made the following recommendations: ' Article 4. The amounts called for in the budget, and the additional amount of r:'1040 to be added to the appropriation for Police Department salaries ; also voted $7910 for Hydrant Rentals and ':'!100 for Drinking Fountains . It was voted under Health and Sanitation that the $500 be added to the amount previously recommended to be used for the care of dumps, this amount to be transferred to the Board of Public Works and expended under Its direction. Under Highways, it was voted to recommend the following: Highway Department maintenance $45,000, with the understanding that $40,000 be used for General Maintenance. and $5000 on Woburn and Pearl Strsets ; Sidewalk Construction $8000 and Snow and Ice $5000 ; Maintenance of Storm Drains $3000. Under Chatities and Aid, it was voted to recommend $17,452; Soldiers ' Benefits $5800; Recreation $2500; Memorial Day Observance $500. Taking up the article in the order in which they appeared in the Warrant, the following recommendations were made: Article 7, Reserve Fund $5000. Article 8. Overdrafts $172.10. Article 9 . Unpaid bills $1539.07. tv Article 10. G.A.R. rent • 360. Article 11. Soldiers ' Graves $600. Article 13. Fire Chief's car .$1200. Article 14. World War Memorial. Voted not to recommend. Article 15. Article 34. Recommend referring to the Board of Selectmen. Article 38. Child Welfare. Recommend $300. Meeting February 22, 1929 - Continued. Article 39 . Middlesex Bureau of Agriculture . Recommend 5$100. It was recommended that $50 land damage estimated under Article 30 be provided for by the appropriation of $50 unexpended in 1928, which was appropriated for a similar purpose . It was voted to reconsider recommendation of $150 for lighting ` Victory House and not to recommend such expenditure. It was also voted not to recommend $500 asked for under Article 37. The matter of making some arrangement whereby the Victory House could obtain the financial assistance by the Town in a legal way was discussed at some length. No action was taken. It was voted to instruct the Clerk to append the names of the entire Committee to the report as printed. Adjourned 2 P.M. - Members present: Chm. A meeting of the Finance Committee was held in accordance with Section 2, Article 6 of the By-Laws, called to order by the Town Account- ' ant. The following members were sworn:by.L:G.Bent, Notary, acting for the Town Clerk: ^'illiam A. Haley, Edward J. Scott, Orlando C. Moyer. New members of the Committee : Laura S. Gordon, Forest H. Bryant, Pearl M. Burgess . Robert B. Mount was nominated for Chairman and by unanimous vote the clerk was authorized to cast one ballot for Mr. Mount and he was declared elected. No business was transacted but the matter of the stand-pipe for water supply was discussed informally, and a meeting appointed for Sunday, April 21st, at the pumping station. i Adjourned 8.35 PM Members present: Ch.
