HomeMy WebLinkAbout1936-11-27 Finance Committee Minutes e Finance Committee November 27, 1936. The meeting was called to order b-- the Chairman at 8 o'clock. The records of the last meeting were read and approved. This meeting wads called to consider the warrant for the special Town Meeting to be held November 30, 1936, he articles were taken up in the following order: Article 2. The sale of real estate taken for taxes. On motion of Mr. Sturges, it was voted to recommend the procedure as designated in this article. Article 7. Trensfer from Public Welfare Aid Account to Mother's Aid Ace Chairman Poland of the Welfare Board appeared for this article and re- y ~ quested that the Committee recommend the transfer of 93,000.00. On motion of Mr. Sturges seconded by Mr.Devaney it was voted to so recommend. Article 9. Transfer from Library Maintenance to Library Salary Account. Chairman Barclay of the Library Trustees appeared and requested that th Committee recommend the transfer of $50.00. On motion of Mr. Trevor seconded by Mr. Goldsmith it was voted to so recommend. Article 5• Appropriation from Overlay Deserve to balance Overlay Defici The Town Accountant explained thy these transfers were required and on motion of Mr. Devaney it was voted that the following sums be appropriated from Overlay Reserve: 43 .30 to Overlay 1929 3 or to Overlay 1930 35 • 0 to Overlay 1931 161. 1 to Overlay 1933 Article 10. Appropriation from available funds- transfer to Con.Disease On motion of Pllr. Sturges seconded by Mr. Trevor it was voted to recomme transfer of 02500-00 from Overlay Reserve to Contagious Diseases Account. Article 3. Borrowing under Chap. 4.9, Acts of 1933 as amended. The Board of Selectmen, Chairman Leman, Morton and Killam, appeared bef the Committee and Mr. Leman explained that this amount should be made availa for the purchase of material for future WPA or other relief projects. On motion of Mr. Sturges seconded by Mr. Trevor it was voted that ;25,000 be borrowed under the conditions set forth in Chapter 4.9 of the Acts of 1933 as most recently amended by Chap. 281 of the Acts. of 1936. Article 4. Transfer to Soldiers? Relief Account. Mr. Leman requested the Committee recommend the transfer of $1,000,00 f Military Aid Account and $500 from State Aid Account to the Soldiers ' Relief Account. On motion of Mr. Sturges seconded by Mr. IvIerrill, it was voted to so recommend. Article 6. Burial plot in Forest Glem Cemetery for Post #62, Am.Legion Mr. Tirrell, Chairman of the Cemetery Trustees and Mr. White appeared f this article and explained the need for an additional plot of ground for ' burial purposes. On motion of Mr. Devaney seconded by Mr. Cotton it was vot to recommend favorable action under this aeticlee s Article 8. Transfers to School Dept, Maintenance Account. Mr. Tamer and Mr. Austin of the School Committee and Mr. Pierce, Supt. of Schools appeared for this article. Mr. Tanner enumerated various matters which could be attended to this year thus relieving the 1937 budget and re- questing that the Committee recommend the following transfers to Maintenance Account: ,ry; NTovember 27, 1936 Cont. . 70 .87 from Agricultural Account 1 11.80 from Agricultural Salaries Account 0from General Salaries Total On motion of ;!ar,Devaney seconded by Mr. Sturges it was voted to recommend the said transfers, the money to be expended as specified by the School CoLmnittee. Article 11. Transfers to balance Chap. 90 Construction State Account and Chapter 90 Construction County Account, Chairman Mancroft of the Public ,Yorks Board, ?:7essrs Putnam, Lindsay, and Brophy, and Supt. Welch, appeared before the Committee. Chairman Bancroft requested the Committee approve these transfer and on motion of +':fir. Sturges seconded by T,. r. TJerrill it was voted to recommend the transfer from the Tntere .;t Account of :,,300.38 to Chap. 90 State Account, and :'`100.13 to Chap. 90 County Account. It was also voted on motion of Mr. Trevor seconded by f,1r.Cotton to recommend favorable action under Article 12s, can- cellation of unissued balance of Filtration Plant loan. Mr. Bancroft also requested a transfer from the Reserve Fund to Highway Account of % 200 and to the Park Department Account of `;;;250.00. On motion of Mr. Merrill seconded by Mr. Connelly it was voted that the Town Accountant be authorized and instructed to make the said transfer,$ A written request was receivod from the Collector of Taxes for a transf( from the Reserve Fund of ;Y100 for Collectorts Clerical. On motion of Mr. Sturges seconded b-,,,Mr. Trevor it was voted that the Town Accountant be authorized to make the said transfer. Cra.irman Roberts announced that he would arrange for a joint meeting with the Board of Selectmen, the Chairman of each sub-committee of the Finance Board and the Chairman of all other boards authorized to expend money. This meeting will be preliminary to the consideration of the budgets for 1937. It was voted that the report be signed by� the Chairman for the Committee. Adjourned 9.55 P.TR.
