HomeMy WebLinkAbout1936-02-19 Finance Committee Minutes Meeting of the Finance Committee Feb. 19, 1936 - Public Meetink The public meeting was called to order by the Chairman at 8.10 P.M. The Clerk read each article which had been submitted for the warrant of the annual Town Meeting of 1936. An opportunity was given for dis- cussion regarding the warrant or any other town matters. There were five citizens present. �^ Mr. Edward A. Brown spoke on the article calling for consideration of a limited form of town meeting and gave as his opinion that no necessity existed at this time for its adoption. Mr. Harold B. Snow spoke at some length on the Town Report and the difficulty of obtaining from it such information as the xitizens were entitled to. He mentioned specifically the set up of the Town Debt and its payment by years and stated that no one unfamiliar with accounting coulc make anything of it. He also spoke on the salary restovation and the expense of maintenance of the schools. Mr. Brown also spoke on salary restoration and stated that as he was a Federal employee whose salary reduction had been restored, he felt that he could not consistently oppose restoration for municipal employees. 1he Public meeting closed at 9 otcloek. The Committee then considered the budgets for 1936. The Board of Public Welfare appeared at the request of the Committee, Mrs. Leman, ¢chairman, and Mr. Poland being present, Mrs. Rooney being absent on account of sickness. Mrs. Leman stated in view of the fact that she was to leave the Board within a few weeks she felt that Mr. Poland should be the one to talk on the 1936 budget. He explained that the amount necessary for Old Age Assistance would be decreased if the Federal Governmez reimbursed one-half as was contemplated in the Social Securities Act. Mr. Poland also discussed the matter of Administrative Expense and explained the needs of the Department along that line, and stated that in fairness to the Welfare Department, the amount received as reimbursement from other cities and towns which was about "35,000 in 1935, should be considered, and also tY amount of labor furnished for various town work projects. Regarding the matter of a Town Physician, Mr. Poland stated that the total amount paid to thehysicians in 1935 was about X1,500 and the total medical expenditure was 4.934.80, of which over q"1,400 had been or was to be reimbursed. He also stressed the need of a new truck for the Welfare Department which appears in a special article in the warrant. He spoke at considerable length regarding the problems of the Welfare Department and answered many questions. The Committee having dismissed the Welfare Board took up the matter of a Town Physician, and it was Moved by Mr. Devaney and seconded by Mr. Curre3 and VOTED: That an article be inserted in the Town Warrant providing for . the appointment by the Selectmen of a Town Physician. This article was to be put in over the designation of the Finance Committee. It was also VOTED: That a sum not exceeding $10000.00 per year be recommended for a Town Physician. Public Meeting The Committee then took up the Light Department budget and Chairman Devaney of the sub-committee and Mr. Roberts spoke regarding the operation of the Light Plant. It was voted to meet on Saturday, February 22, 1936, at 9 A.M. Adjourned 11.30 Members present: Chm. Mount, Haley, Connelly. Currell, Trevor, Noyes, Nielson, Devaney, Merrill, Davis, Roberts, Cotton, Sturges, Clerk.
