Meetin g of the Finance Committee Feb.19, 1936.
The meeting was called to order by the Chairman at 7.50 otclock.
The records of the meetings of January 29th and February 5th were read
and approved.
The first matter to considered was the School Department budget, Mr.
Devaney, . Chairman of the sub-committee, reporting on the conference held
with the School Committee, Mr. Devaney stated that the larger part of
the discussion was relative to the restoration of teachers ' salaries.
A revision of the original School Department budget was presented which
contained some minor changes. , A special article was also presented
calling for an appropriation of 05,300.00 for certain alterations at the
Reading high School which would be necessary to meet the certification
requirements of the Department of Public Safety of the Commonwealth.
The matter of salary restoration for the School Department as well as
for all other branches of the Town Government was discussed at considerabl
length. Opinions were expressed by practically every member present. N
vote was taken as to the attitude of the committee on pay restoration.
The budgets of the Cemetery Department and of the Board of Public Wor
were gone over in detail, but no votes were taken.
The Committee then discussed a plan for utilization of Welfare labor
on -Public Works which was prepared by Supt. Welch at the request of Mr.
Poland of the Welfare Board, and contained in a letter dated February 3,
1936.
During the discussion of Welfare matters the advisability of appointi
a Town Physician was presented and it was VOTED: That the Finance Committe
recommend to the Board of Selectmen that an article be inserted in the
warrant providing for the appointment and payment of a Town Physician.
It was voted to request the Board of Public Welfare to appear at the
meeting February 19th.
The Clerk was instructed to write the Town Counsel for ars opinion on
the authority of the Finance Committee regarding Public Welfare expenditur
The matter of writing articles bearing on town finance, to be publish
in the Chronicle as was done in 1935, was left with the Chairman.
