HomeMy WebLinkAbout1936-01-22 Finance Committee Minutes Meeting of the Finance Committee January 22, 1936. The meeting was called to order bi the Chairman at 7.45 P.M. The records of the last meeting were read and approved. All town boards and officials having been invited to this meeting, r, a larger number was present. The following Boards were respresented: Selectmen, Board of Public Works, Board of Public Ielfare, School Committ, Cemetery, Municipal Light, Assessors, Town Treasurer and Town Clerk, Chairman Yount addressed the gathering regarding budgets of 1936 and especially the matter of pay restoration. He outlined the apparent needs of the town for 1936 and the effect upon the tax rate if all reques' were granted. After his remarks he announced that the meeting was open for discussion of any town matters. Chairman Killam spoke for the Board of Selectmen and the departments and officers under 'Its jurisdiction and advocated a full restoration of the pay reduction made in 1933. Mr. Prank D. Tanner spoke for the School Committee in the absence of Chairman Coolidd@ who was unavoidably detained. He stated that in max towns no reduction of pay was made and that in many other places the pay reduction had been restored. Supt. of Schools Pierce spoke on the salary restoration and also on the salary schedule of the Town of Reading. Yr. Clinton L. Bancroft spoke for the Board of Public Works as Chairr Putnam was unable to be present. He stated that the Board was in favor < pay restoration. was The Municipal Light Departm_enfrepresented by Chairman Johnson. Mr. Ellenwood and Supt. Sias were also present. lir. Johnson stated that the Board had established a new scale of pay based on the ability of the worke Mr, Sias presented rates of wages and salaries. Chairman Tirrell of the Cemetery Trustees spoke for the Cemetery Department and stated that they were in favor of pay restoration. Chairman Frost of the Board of Assessors also spoke in favor of the salary restoration. The Town Clerk while not requesting any salary increase stated that the Board of Registrars should have an appropriation for clerical help on account of the change in street numbers. Yr. Leman of the Selectmen made an appeal for restoration of all 1 salar*es and wages. Mrs. Leman, Chairman of the Board of Public :welfare stated that there had been no general cut in salaries in the Welfare Department. There was no further discussion regarding the salary question and Chairman of the Committee then took up the matter of budgets of various Departments. The following budgets were gone over and questions asked and answered this being preliminary to the consideration of the budgets after each department had been visited by the sub-committee : Selectments budgets as follows : Selectments Expense Election and Registration Miscellaneous Expense Municipal Building, Fire Station and Police Station Main- tenance. Police Dept. Fire Dept, School Department Board of Public Works. The Clerk was instructed to obtain from the 'JN. P. A. a. schedule of the work done together with costs and amount of labor furnished. The letter from Mr. Yount tendering his resignation as Chairman of the Finance Committee was brought before the meeting and it was voted that the Committee decline to accept his resignation. It was the unanimous feeling that Mr. Yount should remain as Chairman, at least through the consideration of the 1936 budgets. Adjourned 10.45 P.11. Yembers present : Chm.
