The regular meeting of the Board of Public Works opened at
7:30 P. M.
Chairman Walker, Messrs. Hopkins, Johnson, Kilgore, Superinten-
dent Welch and Assistant Superintendent Putnam were present.
Received letter from Dorothy Stevens, 14 School Street, - requesting
an abatement on her July 1953 Water and her August 1953 Sewer bill.
Voted to abate the sum of $4.00 on the water. bill and the sum
of 42.50 on the sewer bill. -

At 8.15 Board adjourned temporarily to meet as Board of Survey
at a joint meeting of the Board of Survey, Board of Health and the

Building Inspector.
Reconvened as Board of Public Works at 8;45 P. M.
Mr. Dewey of Reading Custom Laundry appeared before Board to
request relief from what he considers excessive sewer rental bills for
the laundry. After much discussion, it was voted to take his appeal
under advisement until more data is available.
Mrs. Harry Merchant, Scotland Road, appeared before Board to
request relief from a drainage ditch abutting her new dwelling house
on Scotland Road, Taken under advisement pending survey of drainage

Voted to instruct Superint to notify Whitman and Howard
to instruct Bagarella Construction Company to not lay transits pip
from originalproposedsewer pumping station location Southerly of
Willow Street to Willow Street, pending further investigation of
pumping station site.
Voted to recommend to Superintendent that he investigate
condition of Hancock Street, from Mineral Street to Woodbine Street,
in locus of new sewer installation, and estimate cost of resurfacing
same, including new base course.
Approved plan of lot drainage on Lots 2 and 3 Dana (Private) -
. Road as shown on plan dated January, 1953, James T. Putnam, Surveyor,
as revised by Superintendent Welch, and to permit entry of lot drains
into man-hole in Dana Road.
Signed commitment sheets for Assessors listing 1953 Street
Betterment Assessments a copy of which is attached hereto and here-
with becomes a part of these records,

Purpose of Meeting: To discuss Chap. 134, 1952 Gen. Laws.
"An Act Requiring the Approval of the Board of Health
Before a Planning Board May approve a Plat" .
Walker: The purpose of this ,joint meeting is to correlate
or unify system of approving developments under the
new regulations affecting lot drainage, sanitary
sewage, etc.
Shaw: Should straighten out system of approving plans,
before setting up lot layouts, to save developer
unnecessary expense in survey work.
' Dr. Baisley: This situation came into being by developers building
in swamp land, and Health Officers did not find out
about condition of ]and until plan was approved.
Plan .under discussion (Cedarville) was developed to
save contractors money. Can get State Dept. Public
Health Engineer in to assist Health Officer. Suggests
Board of Health be presented a rough plan of land to
get approval of cesspools Or septic tanks before going
to Board of Survey for approval.
Shaw: Prospective developer should come to him for approval
of land before going ahead with it, to discuss ground
water, fire and health protection.
Currell: He is not concerned (by law) in this matter. Building
Dept, should not be shown on plan as approving same.
Dr. Baisley: Board of Health should approve plan for health and
sanitation only.
Correll: Understands that under this Act (Ch. ) Board of
Health approves drainage of lots and sanitary drainage.
Hopkins: Would Board of Health like to be notified of Board of
Survey hearings,
Currell: Has Board of Survey approved sanitary drainage to date?
Walker: No.
Currell: Does Board of Survey suggest changes in regular drainage
(as shown on preliminary plan)?

Walker: Yes.
Shaw: Can get assistance from State, but State will do no
engineering on sanitary drainage. Board of Health
have no engineers.
Dr. Baisley: Some drainage problems are obvious, but others are
hidden, and cannot be discovered without engineering
(in the field) .
Shaw: Some people will try to build in swamps. He stops
Individual lots, but large layouts are beyond his
reach.
Currell: How much engineering can Board of Survey do on this
type of work?
Shaw: Engineering Division should have Sanitary Engineer
to work with civil engineers. Developer should be
compelled, in case of reasonable doubt, to submit -
Sanitary Engineers report on proposed development,
as concerns sanitary drainage, etc.
Kilgore: Should revise Board of Survey rules and regulations. ,
- Board of Survey should insure land is suitable for
residential building development.
Proposed streets, lots, topography of land, cellar
elevations, storm drains, etc. ( should be shown) .
Amend plans, and state on plans what type water and
sanitary sewerage layouts are to be used, how cellars
are to be drained, etc. Elimate actual survey notes
on preliminary plan, but show above information.
Suggests Board of Health be notified of all preliminary
Board of Survey Hearings.
Currell: Requests that Board of Survey notify Building Inspector
when Board of Survey plans are finally approved.
