HomeMy WebLinkAbout1941-06-16 Board of Public Works Minutes Reading, Mass., June 16, 1941 The regular meeting of the Board of Public Works opened , at 7:30 P.M. Messrs, Davis, Brophy, Lindsay, Lothrop, Teer and James T. Putnam were present. Records of previous meeting read and approved. Discussed acts of vandalism perpetrated at Memorial Park Barn by pavties unknown, which have caused the Barn to be unfit for playground activities. Voted to request Superintendent to submit e`timated cost of repairs to Barn, also to investigate in what Board or authority responsibility is vested for care and maintenance of the Barn, and also make some suitable arrangement for future care of same, including keeping building securely looked. Reported unofficially that new mechanic at garage is dis- satisfied with present work hours. This matter referred to Super- intendent. Hearing at 8:00 P.M. on proposed relocations of N.E.Tel. & Tel. Co, and Municipal Light Department poles on Bancroft Avenue and Highland Street. Following persons present: Mrs. Vaughn-F. Burnham - 89 Highland Street Mrs. Margaret E. Reed - 138 Bancroft Avenue Mr. Charles F. Trevor - N.E"Tel & Tel. Co. Mr. Harris W. Angier (by letter) - 142 Bancroft Ave. All in favor, no one ppposed. Mrs. Burnham requested that if street light is placed on new pole corner Highland and Auburn Street, it be suitably shaded. Voted to grant new locations, and signed order. l 142 Hearing at 8:15 P.M. on removal of jointly owhed N. E. Tel, and 1 Tel, Co, and Municipal Light Dept. poles 36/3-4-5-6-8 on West Street, East Side, from Willow Street Northerly, also locations of eight new poles 36/3-4-5-6-7-8-10-11 on Wast Street, East side, from Willow Street Northerly, Following persons present: Mr. Alexander Williams - 11 Walnut St., Lynnfield Center KWilmer D. Barrett - 461 West St., Reading Mrs. Florence T. Wiberg - 441 West St, represented by Mr. Williams Mr, Charles F. Trefor - for N.E.Tel. & Tel. Co. All in favor, no one opposed. Firs. Wiberg requests no guy wire be place on her lawn. Voted to grant petition, and signed order. Following Granolithie Sidewalk applications received, approved and placed on file= W. Reginald VanHorn &ux - 27 Gardner Road James H. Carver &px - 12 Manning Street William N. Richards - 59 Bancroft Avenue Voted to hold hearing 6n installation of granolithic sidewalks abutting three lots on Gardner Road - hearing to be held at 7:00 P.M. June 23, 1941. Communications received from Finance Committee regarding trans- fer of funds from unexpended balance of Drainage Investigation Account to the Special Drainage System Construction Account; transfer of $9,490.04 from Water Available Surplus Account to Water Department Maintenance and Construction Account; and vote not to recommend Article 6 (Lewis Street) at Special Town Meeting to be held June 23, 1941. Unanimously voted to submit Article 6 (Lewis Street Betterment Construction) at Special Town Meeting June 23, 143 Communication received from J. Whitman Morton Jr„ Manager Reading Town Baseball Team, requesting permission to use Washington Street Ball Park for current season. Permission granted subject to Superintendent' s judgment, and also subject to legal requirements for Sunday sports. Received contract from State Department of Public Works in reference to Chapter 90Maintenancework on several streets. Approved and signed contract. Moved and voted to interpret vote of June 2, 1941 in relation to prior service for temporary employees as follows: "Prior service to constitute at least twenty (20) weeks employment during preceding calendar year." - Signed Report of the Board of Public Works on the Laying out of Lewis Street, a copy of which is attached hereto and herewith becomes a part of these records. REPORT OR THE BOARD Of PUBLIC 'VO?KS ON THE LAYING OUT OF LEWIS STREET I` The Board of Public 1;'orks of the Town of heading having deter- mined and adjudged that common convenience and necessity require the laying out of a town way under the provisions. of law authorizing the as- sessment of betterments, substantially in the location hereinafter de- scribed, having complied with all requirements of law rel..ting to notice to the owners of land thereof and of a hearing thereon, and having met at the time and place appointed for such hearing and then and there heard all persons present who desired to be heard, have laid out as a 1 town way for the use of the town running in a(South-weaterly direction from the alesterly terminus of the present 'Town Way known as Lewis Street as accepted lay 1, 1940 to the Southerly terminus of the present Town J Way known as County Road as accepted 61arch 17, 1941, substantially as and in the location of the Private -.fay known as Lewis Street Extension,) the boundaries and measurements of said way as so laid out are as follows: (Beginning at a stone bound set at the South- westerly terminus of Lewis Street as accepted as a Public Way May 1, 1940; Thence S. 840-22'-25a 'if. , by lands of Ruth E. We determine that no damages will be sustained by any person or persons in their property by reason of the taking to be made for this improvement. All acts in connection with said laying out are done under the provision of law authorizing the assessment of betterments, and bet- terments are to be assessed therefor. This laying out so made by us, we hereby report to the '2ocm for acceptance and recommend that said way shall thereafter be known as 3 a Public Town Wuy and named Lewis Street, and that the sum of(Seven Hundred and Seventy-sive ('775.00) Dollar 11)be raised and appropriated _ 3 I for said laying out and for the construction of said way.
