Messrs, Davis, eutnam, Brophy, Lindsay and Superintendent Welch were present, - Records of previous meeting read and approved. Hearing at 7:30 P. M. on change of grade an Lewis Street, Following persons present: Owner - . John Anderson - In favor - E. Idella Kenney - Against " - Hilda Larkin - In favor - Joseph Larkin - it " Non " - Frank Merrill - Not voting .. Robert French - In favor " - Ethel Anderson - It " - Daniel Whitehouse - Board voted to approve:.change grade as per the plan on file. Hearing at 7 :45 P.M. on the acceptance of Lewis St, as a public way. Following persons present: Owner - John Anderson - In favor - - Ethel Anderson - It " - E. Idella Kenney - Against Hilda Larkin - In favor " - Joseph Larkin - it " - Robert French - " - Daniel Whitehouse - Non " - Frank Merrill - Not voting Mrs, Kenney objected to paying her assessment of $539.80. Would be willing to pay 0300.00. All owners above agreed to assume a pro rata portion of the balance of Mrs. Kenney' s assessment over $300.00. namely 0239.80. Board agreed to assess betterments accordingly. Board voted to recommend the acceptance of Lewis Street as a ' public way, Mr. Casteline, 41 Torre Road to see Board in regard to water 3C service at his property. Received letter from Town Counsel rendering opinion that Permits for Sunday Baseball on Perlis and Playgrounds must be issued by Board of Public Works, but that general regulations as to conduct of games must be drawn by Board of Selectmen. - Voted to request Board of Selectmen to set up rules for .conduct of games on Sundays. Received letter from Clarence Doucette requesting Board to permit Reading Town Team to use Washington St. Park ballfield on Tues- day and Friday evenings Anstead of Tuesday and Thursday evenings as previously approved. Board voted change in permit as requested. Board also voted permit to Reading Town Team to play baseball on Washington St. Park on Sunday afternoon May 12, 1940. Pierpont- - 94 Salem St. -- Pearl St. Frontage Following Granite Curbing application received, approved and placed on file. - Jeremiah Cullinane - 36 Federal St. - Annie Cullinane - 32 Voted to request County to proceed with relocation of Charles St, in legal manner. Voted to hold a hearing for change of grade on Charles St. from Pearl St, to Wakefield St, at the earliest possible date. 36 Received copy of letter sent to Mr. Nathaniel Bowditch by Mr. John Beal tentatively alloting the stun of 0400.00 by the State Dept, of Public Works for 1940 Chap. 90 Maint. in Reading. Voted to buy top rail for. Memorial Park fence. Voted to buy 70 ft, of chain link fencing for Washington St. Park pool. Board voted to allow Mr. Strout to occupy the house at the Mill St, pumping station as long as they have authority over same at same rate of rental as at present. Voted to abate the April 1940 water bill of Charles Gorus, of 106 Orange St. Am.;unt 0.00 Voted to hold next meeting on May 1, after the Town Meeting. Board adjourned 10:45 P. •Z. Town of Reading REPORT OF THE BOARD OF PUBLIC WORKS ON THE LAYING OUT OF LEWIS STREET The Board of Public Works of the Town of Reading having deter- mined and adjudged that common convenience and necessity require the laying out of a town way under the provisions of law authorizing the as- sessment of betterments, substantially in the location hereinafter des- cribed, having complied with all requirements of law relating to notice to the owners of land thereof and of a hearing thereon, and having met at the time and place appointed for such hearing and then and there heard all persons present who desired to be heard, have laid out as a town way y, for the use of the town running Westerly from West Street opposite Scot- ` land Road to a dead end, substantially as and in the location of the private way known as Lewis Street , the boundaries and measurements of said way as so 'laid out are as follows: Beginning at a point on the Westerly side line of said West Street , said point being N. 240-18' E. , a distance of 106.88 feet from a County Stone Bound set in said Westerly side line of West Street at the North- erly terminus of a curve having a radius of 373.43 feet In said Westerly side line of said West Street; Thence by a curve North to West, having a radius of 20.0 feet, thru lands of E. Idella Kenney, a length of 41 .90 feet to a point of tangent; Thence S. 840-16'-40" W. , still by lands of said Kenney, a distance of 512.80 feet to a point; Thence turning and running N. 120-33' -20" W. , by lands now or formerly of Janet Grant, a distance of 40. 29 feet to a point; j Thence turning and running N. 640-16 '--40" E. , by lands of Town of Reading ( formerly Wilfred L. Porter, Est. ) , lands of Ethel M. Anderson Trustee , Ethel M. Anderson, Arthur P. French Heirs or Devisees, J� y / Bartholomew J. Lehan, Joseph E. Larkin and Hilda P. Larkin, Robert W. French and Edith J. French, John B. Shaffer, and Charles Stratton, a distance of 563.52 feet to a point of curve; Thence by a curve to the Left, having a radius of 20.0 feet, and thru land of said Stratton, a length of 20.94 feet to a Point on the Westerly aide line of said West Street; Thence turning and running S. 240-15' W. , by said Westerly side line of said West Street , a distance of 92.40 feet to the point of beginning. The above described lines being more fully shown on a Plan en- titled "Lewis Street, Reading, Mass. , " dated April 1940, Board of Public Works, Philip Welch, Superintendent , said Plan being a part of this des- cription. We determine that no damages will be sustained by any person or persons in their property by reason of the taking to be made for this im- provement. All acts in connection with said laying out are done under the provision of law authorizing the assessment of betterments, and bet- terments are to be assessed therefor. This laying out so made by us we hereby report to the Town for acceptance and recommend that said way shall thereafter be known as a public town way and named Lewis Street , and that the sum of one thousand one hundred and seven ( $1,107.00) dollars be raised and appropriated for said laying out and for the construction 1of said way. - Chairman Secretary Members of the BOARD OF PUBLIC WORKS Town of Reading
