Higgins and the Superintendent. A delegation of five citizens from School Street appeared before the Board relative to the surface drainage situation in their neighborhood. The plans of the town drainage system _ were explained to the delegation and they were shown the necessary steps to be taken before they would obtain any 4 permanent relief. Mr. Collins was instructed, however, to make a profile of the street which may show up some way to partly relieve the situation by grading. A second delegation of citizens from West Street, near the Wilmington line, appeared before the Board and complained of the condition of West Street at the northerly end near the town line. After discussing the situation it was found that there was a possibility of improving the situation without great expense.
