HomeMy WebLinkAbout1946-01-07 Board of Public Works Minutes 142 Reading, Mass . , January 7, 1946 The regular meeting of the Board of Public Works opened at 7:30 P.M. Messrs. Davis, Brophy, Putnam and Superintendent Welch were present. Records of previous meeting read and approved. Motion made and seconded that because the law establishing the Board of Public Works (Chap. 118, Acts of 1921) states that. . . . . the Superintendent shall, with the approval of the Board, appoint such employees as the performance of the duties of the various depart- ments under his supervision shall require" . . . . .the appointment of James Morrow as a permanent employee at the meeting of December 17, 1945, without recommendation by the Superintendent was improper and that the appointment is herewith withdrawn. Motion carried. Mr. Davis requested that he be recorded in favor of the motion. Received letter from Alden Goldsmith requesting permission to make a survey for Machinery Breakdown Insurance. Voted to notify Mr. Goldsmith such insurance is now in effect. Received letter from Harmon Smith requesting use of Department trucks for clothing drive which is to be held January 14, 1945 to January 18, 1945. Voted to allow use of trucks for drive. Received petition from some property owners on the southerly side of Prescott St. from Summer Ave. to West St. recuesting that the sidewalk abutting their properties be omitted from the sidewalk snow plowing program. Voted to so do. 14a Discussed application to Federal Works Agency for advance of $1, 500.00 for preparation of plans for garage extension. It is the opinion of Mr. Wardell's office that this advance is repay- able only in the event that the Town received a grant for the future construction of the garage. Voted to execute and file application. Voted to pay all employees time and one half subject to the following rules : A. Overtime will be paid to all employees. B. Only rvertime during which an employee actually works will be used in computing overtime. C. Payment of time and one-half for overtime will be based on all work actually performed by the employee in excess of 8 hrs. per day but only when the total hours actually worked by the �e,mpployee during the weekly payroll period, exceeds 4 hrs. D. Time and one-half will not be paid for the first 1 8 hours actually worked on a holiday. The present holiday pay arrangement will be continued. E. Pay received by the employees for sick leave, vacation add holidays will not be used in com- putingovertime. F. Time and one-half will not be paid to persons employed on a day-to-day basis during snow storms. G. The above rules and regulations become effective January 10, 1946. Received letter from Finance Committee requesting a tabulation of the employees showing salaries, hours worked, title, etc. Voted to furnish information requested. Voted to hold following hearings on following dates : Wakefield St. - Relocation of street lines - Feb. 4, 1946 Pearl Street - Relocation of street lines - Feb. 4, 1946 Wood End Lane - Acceptance as public way - Feb. 11, 1946 Cape Cod Avenue Acceptance as public way - Feb. 11, 1946 Spruce Road - Acceptance as public way - Feb. 11, 1946 r44 Board adjourned at 9:00 P.M Respectfully submitted: (Signed) R.
