Reading, Mass . , May 3, 1943
The regular meeting of the Board of Public Works opened at
5:00 P.M.
Messrs. Davis, Brophy, Lothrop, Teer and Superintendent
Welch were present.
Met in Room 19 with a large group of persons who, at the
invitation of the Board, conferred with the Board relative to the
necessity for, and the scope of, a recreational and educational
program for children.
The following persons were present:

' Mr. Davis opened the meeting by stating the reasons for the
meeting being called and then called for a general discussion.

Several persons spoke among whom were Dr. Lancaster, Rev. Mr. Arnold,
R. Allen, Mrs. Garrett, G. Long, Mrs. Roberts, J. Alger, 0. David,
R. Eames, W. Stone, A. Studer, E. C. Grover, R. Chesley, C. Wakeling,
J. Devaney, R. Miller and the Board members.

E. C. Grover and P. Welch.
After a lengthy discussion covering various phases of the
problem Dr. Wakeling moved that a committee be formed composed of
one member appointed by the Board of Public Works, one member appointed
by the School Committee, one member appointed by the Selectmen and
one member appointed by the clergy present to proceed with the
establishment of a recreational and educational program for the
coming summer season.
This motion was seconded and passed unanimously.
A motion was made to amend Dr. Wakeling's motion by adding
the provision that the Board of Public Works would be authorized
to name the Chairman of the Committee. This motion was seconded
and passed unanimously.
The meeting then adjourned at 9:45 P.M.
In Executive Session the Board appointed Mr. Lothrop as their
representative on the committee to be formed under Dr. Wakeling's
motion. Also Mr. Lothrop will act as temporary chairman until the
committee organizes and elects a permanent chairman.
Board adjourned at 10:10 P.M.
