Reading, Mass. , April 26, 1943
The regular meeting of the Board of Public Works opened at
7:30 P .M.
Records of previous meeting read and approved.
Letter received from James Morrow requesting a leave of
absence while he is in the U. S. Navy.
Leave of absence granted for the duration of the war plus
six months.
Received petition from Lucy Leary for an extension of the
sewer on Hillcrest Road from Scotland Road to a point opposite
the property of Lucy Leary.
Voted to prepare a plan and hold a hearing.
Voted following pole locations:
Haverhill St. - Poles 40/93 to 40/110 inclusive
changed from T of R to J.O.
Considered Chapter 75 of the Acts of 1943 being a bill
authorizing Town & Cities to plow gardnes on private property
and to charge fees for said plowing. -
Discussed possibility of furnishing supervisors on play-
grounds during the coming summer season.
Voted to sponsor a meeting of interested parties in Room
19 on May 39 1943, at 8:00 P .M. with the understanding that the
cost of any such program shall be financed by funds other than
the Board of Public Works funds.
Hearing at 8:00 P.M. on the extension of the common sewer
in Pratt Street from Prescott Street to a point opposite the
property of Frank D'Orlando.

Due to the fact that one abutting owner was not notified of
hearing it.will be necessary to hold a new hearing.
Considered possible reduction in Water Rates for persons
raising Victory gardens.
It was voted to allow reductions according to the attached
regulation which herewith becomes a part of these records .
Considered basis to which payroll will revert after the
present temporary raises cease. A copy of the approved base pay-
rolls attached hereto and herewith becomes a part of these records.
Voted to establish a two-week sick leave allowance for all
regular employees of the Department with the understanding that if
the privilege is abused it will be revoked in the future.

I have tried several methods of arriving at a satisfactory re-
duction in water rates for "Victory Gardens" . I have tried to establish
a method which would be fair , simple to operate in the office , one w hich
would eliminate inequalities and one which would prevent inequities.
I recommend the following regulation:-
"A reduction of 40% will be granted on the amount by which the
1943 Water Bill is greater then the 1942 Water Bill ( i.e. subtract the
1942 Water Bill from the 1943 Water Bill and multiply the difference by
40% to arrive at the amount of the reduction) providing the following
conditions have been met :-
A. Provided that the 1943 Bill is at least 100 larger than
the 1942 Bill .
B. Provided that a "Victory Garden" exists on the premises
to which the Water Bill refers.
C. Provided that no product of the garden is marketed or
sold.
D. Provided that a request for the reduction is made to
the Department by the person responsible for the water
bill.
E. No Bill less than $5.00 will be eligible for the reduc-
tion.
F. This regulation will apply only to the Water Bills of
October 1 , 1943 and January 1 , 1944."
