Reading, Mass. , December 13, 1948
The regular meeting of the Board of Public Works opened at
8:30 P.M.
Chairman Putnam, Messrs . Calvin, Donahue, and Superintendent
Welch were present.
Mr. Calvin acted as Secretary.
Records of previous meeting read and approved as corrected.
Signed Orders of Assessment for Granolithic Sidewalks built
in 1948, and for Granite Curbing installed in 1948.
Voted to hold a conference with the abuttors on Curtis St.
and George Street on December 27, 1948, relative to the status of
the acceptance of these streets as public ways .
Received petition from all of the abuttors on Barrows Road
easterly of Lowell Street requesting that this section of Barrows
Road be accepted as a public way.
Voted to prepare plan and hold hearing.
Received letter from Municipal Light Dept. requesting per-
mission to erect and decorate a tree on Reading Common for the
Christmas Season.
Permission granted.
Received letter from N.B.A. inviting Board to attend their
- meeting of February 16, 1949, to discuss 1949 policies and program.
Voted to accept invitation.
It -as moved, seconded, and voted to establish a new set
of water rates, a copy of which is attached hereto.
' It was moved, seconded, and voted to establish new charges
for service pipe construction, a copy of which is attached hereto.
It was moved, seconded, and voted to establish a charge for
the extension of water mains , a copy of which is attached hereto.

It was moved, seconded, and voted to raise the hydrant rental
fee from the present lump sum of $500.00 to a net amount of $15.00
per hydrant.
It was moved, seconded and voted to repeal Sections 2 and 18
of the present rules and regulations of the Water Dept. and approve
new Sections 2, 18, and 19, a copy of which is attached hereto and
herewith becomes a part of these records.
It was moved, seconded, and voted to retain in effect all
outstanding 4% guarantees.
Discussed 1949 Budget in detail and approved submission of
all sheets to Finance Committee as amended.
Board adjourned at 11:15 P.M.

To accomplish the proposed changes in the Water De-
partment charges, it is necessary to amend the present rules
and regulations of the Water Department,
ITEM A
INCREASED WATER RATES
Present Section 18
18, Rates for water consumption (Effective July 1, 1936) are
as follows:
Minimum semi-annual rate shall be $3.00 for
which 900 cu. ft. of water consumption is
allowed.
All water used in excess of 900 cu, ft. shall
be charged for as follows:
First, 2,100 cu, ft- @ 33 1/30 per 100 cu, ft,
Next, 3,000 n n CO 30¢ n It n It

Proposed New Section 18
18. Hates for water consumntion (Effective January 1, 1949)
are as follows:
Minimum semi-annual rate shall be 64.00 for
which 1,000 cu. £t. of water consumption is
allowed.
All water used in excess of 1,000 cu, ft.

shall be charged for as follows:
First, 2,000 cu. ft. @ 400 per 100 cu. ft.

ITEM B
At the present time, the 4% guarantee is not included
in the Rules and Regulations but exists by vote of the Board.
Proposed New Section —
A. Extensions of water rains will be made only by written
application on forms available at the Office of the
Board of Public Worlcs.
B. Before any extension is made, the applicant shall pay
to the Town, in advance, in cash, a sum which shall
equal the amount obtained by multiplying the length of
the extension in feet by $1.0o.
C. In addition, thereto, the applicant shall guarantee to
the Town a yearly income, payable semi-annually, which
shall equal a sum obtained by multiplying the cost of
installing the main by 4 per cent.
D. As additional consumers are added to the extension, the
yearly guaranteed income shall be pro-rated until such
time as the number of users multiplied by the minimum
charge shall equal a sum in excess of the yearly guaran-
teed income.
E. Each person paying a yearly guaranteed income shall be
y allowed a consumption of water which at prevailing
water rates shall equal the amount of the yearly guaran-
teed income.
ITEM D
INCREASED SERVICE PIPE CHARG&9
Present Section 2
2. The Town will in all cases, furnish and lay the service pipe
from the street main to and through the cellar wall, and
provide on the end thereof, a valve and the owner of the
premises shall, in all cases, pay for that portion of such
service pipe as may be laid within the premises, together
with the valve and all construction incidental to the in-
stallation of the service.
Proposed New Section 2
3. The Town will, in all cases, furnish and lay the service
pipe from the street main to and through the cellar wall,
and provide on the end thereof, a valve and the owner of
the premises shall, in all cases, pay for that portion of
such service as may be '- .id within the premises at a fixed
fee per foot which from time to time shall be established
by the Water Department together with the cost of the valve
and all other construction costs incidental to the instal-
lation of the service.
