Lindsay, Calvin, Donahue, Webb, and Superintendent Welch were present. Records of previous meeting read and approved. Hearing at 7:45 P.M. on proposed Storm Drain and Sewer Easement from Sanborn Street to the Municipal Parking Area through lands of Calvin, I.O .O.F. and Sanborn Apartments . Following persons present: Mr. Arthur Bancroft - Trustee of I .O.O.F. Mr. Hamilton Gaw - Trustee of I .O.O.F. They are personally in favor and will so report to the Trustees of the I .O.O.F. at their next meeting on April 15, 1948. Hearing at 8:15 P.M. on proposed Drain Easement off Lawrence Road through lands of Ellsworth. Following person present: Mr. Lee Ellsworth Mr. Ellsworth requests a change in the location of the pro- posed easement as described in the attached letter. Hearing at 8:30 P.M. on proposed change in grade of a por- tion of South Street from the Wakefield Town Line westerly about 300 feet. Following persons present: Mr. John Paulson No objections Mrs . Following persons present: Mr. Albert Haigh Non Committal Mr. Ralph Plouff Non Committal Mr. Fred Riessle Against Mr. Edwin Forsberg In favor Hearing at 9:00 P .M. on proposed sewer extension in King Street from Hancock Street to near Summer Avenue. George Dunn, Wilfred Kelley, Charles Smith, Ernest Nigro, Austin Bennett, and Forster Williams conferred with Board requesting permission to use Washington Street Park on the after- noon of May 9, 1948, for the purpose of holding a horse show. Permission granted. It was moved, seconded, and voted that all increases granted at the meeting of April 2, 1948, be retroactive to April 1, 1948, with a minimum increase of $3.00 per week and that all promotions of employees made at the same meeting be retroactive to April 1, 1948. It was moved, seconded and voted that the following provi- sional permanent employees be promoted to permanent employees at a salary of $1.03 per hours. 54 Thomas Fallon William Faulkner John Lyman Edward McIntire George White (County Road) It was moved, seconded, and voted that the Rules and Regula- tions for Laborers be so that the waiting period between promotions be changed from two years to one year. This refers to Section B, Paragraph 1, Sub-Section b and to Section B, Paragraph 2, Sub-Section a. It was moved, seconded and voted to take a storm drain and sewer easement from Sanborn Street to the Municipal Parking Area through lands of Calvin, the Sanborn Apartments and the I.O.O.F. , a description of which is attached hereto. It was moved, seconded and voted to take a storm drain ease- ment off Lawrence Road through lands of Ellsworth, a description of which is attached hereto. It was moved, seconded, and voted to approve the change in grade of South Street from the Wakefield Town Line westerly about 300 feet. It was moved, seconded, and voted to approve an extension of the common sewer in Morgan Court from the Junior High School Athletic Field to King Street. It was moved, seconded and voted to approve an extension of the common sewer in King Street from Morgan Park to near Summer Avenue. Board adjourned at 11:30 P.M. Gentlemen ;- hegarding the taking of an easement for drainage purposes through private property from a point on the Easterly side of Lawrence Road Southerly of No. 38 Lawrence Road and running in a Southerly direction a distance of 166.09 feet, more or less, for the pupose of improving storm drainage conditions in the vicinity described,W@ herewith register OWprotest and refusal to consent or agree to any open or ditch drainage across or on any of my land located on the easterly side of said Lawrence Road being Lots 12 and 13 in Block 0 as shown on a "plan of Lots situated in Reading,Mass. , surveyed for - rank K. and Dora Black" dated August 1929, recorded in South District Deeds us plan NO. 983 of -1929, at the end of Book 5382, and also protest and refuse as to any pipe drain being laid between the boundary lines between said Lots 12 -nd 13 and across my pipe line from house to cesspool. My rea&ons herefor are as follows ; The present and possible future potential value of my land would be decreased; ()pen or ditch drainage would collect aia on my land, deposit silt etc. , upon my land , tend to flood my land, and become a pest breeder. With intent to be co-operative in the matter I am willing to make gift of a grant of an easment to lay a pipe drainage along the bound between said Lots 12 and 13 from Lawrence Road forty feet thence turning and running diagonally across suid Lot 13 to &point near the South-east corner of said Lot 13, so as not to injure the pine trees in that corner and the outdoor cement incinerator. i i 1
