Topics of Discussion:
Chair Kelley called the meeting of the Citizens' Advisory Board to order at 6:30 PM and noted
the meeting was being audio recorded.
1. Approval of Minutes - D. Kelley, Chair
Materials: Draft Minutes from January 23, 2014, Regular and Executive Session, April 9, 2014, April
15, 2015, and April 22, 2015, Meetings
Mr. Hooper made a motion that the Citizens' Advisory Board approve the Minutes of the
January 23, 2014, Regular and Executive Session, April 9, 2014, April 15, 2015, and April
22, 2015, meetings as written, seconded by Mr. Small. Hearing no objection minutes were
approved as written.
2. General Manager's Update - Coleen O'Brien
• New Wilmington Substation: Ms. O'Brien reported that staff continues to work with
National Grid and the Town of Wilmington in order to secure land for the new substation.
The construction timeframe is targeted for 2021-22.
• CY20 Budget: Ms. O'Brien reported that staff is working to complete the 2020 Budget to
be issued by September 30°M1 Staff will present the Budget to the CAB in October.
• CAB Membership: Ms. O'Brien reported that the Town of Lynnfield is hoping to have an
appointment soon. A Reading representative has not yet been appointment.

3. Report on NEPPA Conference - I Small, Vice Chair
Mr. Small gave a brief overview of the events and presentations he attended at the NEPPA
Annual Conference held in August. Main themes from the presentations included cyber
security and protection of assets, the cost of power supply - transmission, generation and
capacity markets, climate change, and electric vehicles.
4. Reliability Update - H. Jaffari, Director of Engineering & Operations
Materials: Reliability Update Presentation Slides
Mr. Jaffari reported that SAIDI, CAIDI and SAIFI all remain well below the national and
regional averages. Mr. Jaffari then reviewed the number and causes for outages for July,
August and September (through the 18th), noting the maintenance programs and the tree
trimming program are having a positive impact on reliability.
5. Board of Commissioners Meeting Update - D. Hennessy, RMLD Board of Commissioners
Commissioner Hennessy noted that the Board of Commissioners attended the NEPPA
conference and therefore did not meet in August.
6. Scheduling: CAB Meetings and Coverage for Commissioners Meeting - D. Kelley, Chair
The next CAB meeting was scheduled for October 23rd in Wilmington for the 2020 Budget
review. Mr. Hooper will cover the October 17th BOC meeting. The November meeting was
tentatively scheduled for November 21�t to coincide with the BOC meeting; Mr. Small will
cover the November BOC meeting.
Ms. O'Brien reported that the RMLD Open House will be held on October loth 3:00-6:00 PM
(with a rain date October 17m)
7. Adjournment - D. Kelley, Chair
Mr. Hooper made a motion to adjourn the Citizens' Advisory Board meeting, seconded by
Mr. Small. Motion carried 3:0:0 (3 in favor, 0 opposed, 0 absent).
The CAB meeting adjourned at 7:05 PM.
