MINUTES OF THE READING RETIREMENT BOARD MEETING
Tuesday July 23, 2019
The Reading Retirement Board held a regular session meeting on July 23, 2019 in The Conference
Room. at 2 Haven Street, Unit 307, Reading, Massachusetts.
The meeting was called to order at 5:00 P.M. by Chairman Thomas Clough in the presence of members
Sharon Angstrom, Carol Roberts, David Gentile, Joseph Coughlin, and Board Administrator Colleen
Loughlin.
MINUTES
• Minutes from the May 28, 2019 special session were signed by all board members, except Sharon
Angstrom who was unable to attend. Carol Roberts was approved by the Chairman, prior to the
meeting, to participate remotely due to geographical distance.
• Minutes from the May 28, 2019 regular session were signed by all board members, except Sharon
Angstrom who was unable to attend. Carol Roberts was approved by the Chairman, prior to the
meeting, to participate remotely due to geographical distance.
• SHARON ANGSTROM moved to accept the minutes from the June 25, 2019 regular session, to
include the modifications by Tom Clough that were emailed.

• SHARON ANGSTROM moved to approve request from eligible member to purchase prior
creditable service from the State Board of Retirement, in which he took a refund:
Thomas Vassil State Retirement Board 7/6/04-8/16/06 2 years, 21 days
The total principal purchase amount is $11,368.12. Thomas Vassil will purchase this creditable
service with a pre-tax rollover check.

• SHARON ANGSTROM moved to approve Jonathan Reid's "Application for Ordinary Disability
Retirement"contingent upon missing documentation from Winchester Hospital.
Attorney Michael Sacco sent a review and opinion regarding the ordinary disability application for
Jonathan Reid. The next step is for the Board to approve the application to move to a medical panel
or deny Jonathan's application.

INFORMATION/QUESTIONS
• A COLA reimbursement of$62,910.22 from the State for the period 1/1/19-6/30/19 was received on
6/27/19.
• William High, who worked for the Engineering Department and retired on February 1, 2006, passed
away on June 28, 2019. He chose Option A at his retirement.
• A transfer amount of $17,775.87 dated 06/28/19 was received from the Barnstable County
Retirement Board for Thomas Vassil. The Barnstable County Retirement System will accept
liability for 5 months of creditable service and Somerville will accept liability for I year and 9
months of creditable service.
• Copies of the following Reading Retirement Board reports were emailed for review:

• The next regular board meeting is scheduled for Tuesday, August 27, 2019 at 5:00 pm in the
