HomeMy WebLinkAbout1934-11-02 Board of Public Works Minutes Reading, Mass. , November 2, 1934. The regular meeting of the Board of Public Works opened at 7:30 P. M. Messrs . Putnam, Fowle, Fairclough, Crooker and Barnes were present. Superintendent Birnie was also present. Mr. Harry Barr, Highland St. , complained of his water bill. Board voted to lay the matter on the table until the next meeting. Mr. Twombly, Mr. Kenney, Mr. Brooks and Mr. Parker appeared at the hearing on the relocation of Grove St. where it passes thru the Golf Club property. There were no objections offered and the Board of Public Works voted to approve as shown on plan dated October 1934• The hearing on the proposed street from Haven St. to Woburn St. opened at 8:30 and was attended by Mr. M. F. Charles, Mr. Fife, Mr. Sydney Hodson, Mr. Edward Parker, Mr. Chamberlain, Mr. Kendall, Mr. Harry Smith, Mr. and Mrs . Gordon, Mr. Abbott, Mr. Norman Haines, Mr. Charles Stratton, Mr. Maude Swain. Mr. Charles, representing the Masonic Temple Association presented an objection on the ground that the land to be given is more valuable than the benefit of the street. He would maintain the objection even if full value were paid for the land. Mr. Parker representing the same organization presented an - objection on the same grounds. -2- November 2, 1934. Opinions were called for from each of the abuttors as follows: Abbott: In favor of the change but reserves the right to modify his opinion when details of change are more fully known. Chamberlain: No expression of opinion. Goldberg: Mr. Kendall assured Board of their approval and claimed to act as their official spokesman. Levin: No expression of opinion. Kendall: Highly in favor Richmond: No opinion. Mrs. Laura Gordon objected on the grounds that the street is crooked and narrow. Mr. Kendall appeared to request the Board to accept a private way over his property as a public way. The matter was referred to the Town Counsel through Mr. Kendall. Mr. Chamberlain appeared to reopen for discussion the abate- ment of his water bills. The matter was taken under advisement. As to the request of Mr. Kendall the Town Counsel ruled that the Town cannot make a taking for the purpose of opening and maintaining a passageway. Mr. Fowls reported the number of men assigned to the several E R A jobs coming under the jurisdiction of the Board of Public Works. Mr. Harry Smith was requested to appear concerning his activities in connection with the Public Works Department. He assured -3- November 2, 1934. , the Board that outside of the tree lawn in front of the Municipal Building he would devote all of his time to Washington St. Ball field. Mr. Anderson appeared to discuss the alleged damage done to his premises by the reconstruction of Main St. Board voted to offer to Mr. Anderson a proposition to lower the grade approximately 611. Board voted to uphold previous vote in the matter of abating Mr. Chamberlain's water bill. Board voted to lay on the table until next Friday the order for sidewalk assessments dated November 2, 1934. Board voted to begin work on the stone wall at High and Lowell St. and the construction of a drain on John St. as soon as the sewer construction at the corner of Middlesex Ave. and Linden St. is completed Board voted to reduce the water bill of Ida M. Hatch, 16 Ida St. from $11.00 to $8.00 because of poor quality of water. Board voted to remove the 4% water guarantee on the property of Mr. Walter Shepherd on Pearl St. Board voted to adjourn at 12:00 M. Respectfully Submitted: A True Copy: Attest: Signed: A.
