HomeMy WebLinkAbout1934-04-06 Board of Public Works Minutes Reading, Mass. , April 6, 1934. The regular meeting of the Board of Public Works , opened at 7:30 P. M. Messrs. Putnam, Fowle, Crocker, Barnes and Superinten- dent Birnie were present. The records of the previous meeting were read and approved. The Board considered the changing of Reading-Woburn line especially as it affects Mr. Pierce. No change was made. The Board voted to examine and relay all water service pipes from main to lot lines when Main St. is under construction. Mr. Melonson appeared before the Board to request the use of Washington Ball Field Mondays, Wednesdays and Fridays from , April 19 until the end of the season. Board voted to grant his request. Mr. Woodward and Mr. Hills came before the Board rel- ative to the improvement of the tennis courts . They made several suggestions. The Board instructed the Superintendent to make an estimate of tennis court repairs in detail for next Friday. Board voted to lay on the table the repair of water service pipes on West St. until it is definitely known that the street is to be constructed. Mr. Nodding of Berkeley St. and Mr. Metcalf of Longview Rd. have made application for sidewalk curbing and an estimate of cost was prepared by the Superintendent. -2- April 6, 1934• ' Board voted to install curbstone if applicants still desire them. Representative Mollie Sweetser came before the Board and delivered papers relative to changing the Reading-Woburn line. She also reported progress on the case of those residents of Libby Ave. who will not pay their share of Libby Ave. construction. A lengthy discussion was held on the subject of per- manent sidewalk construction. It was advocated that a more definite plan to promote such construction be initiated. Main St. construction from the Square to Washington St. was discussed. A letter was received from the Town Counsel relative to the drainage construction on South Main St. at the American Gaso- line Station. A report on water construction on Winthrop Ave. was read. By summing up all the water bills of those users on the street some of the people will be relieved of guaranteeing 4% return on the investment. Board voted to make changes necessary to clear Depart- ment books. A report was read of gravel used on Haverhill St. showing amount of money owed Nr. Nesmith and Mr. Abbott. An application for the erection of a sign on the Common by the Reading Foresters was received and not granted, because of creating a bad precedent. It was voted to give the Superinten- dent power to grant them the use of any other reasonable location. -3- April 6, 1934. Mrs . Emma F. Stevens made application for granolithic sidewalk construction in front of her premises at 18 Prospect St. A request was received from Mr. Althoff for the regular use of two tennis courts on Memorial Park on Wednesdays and Thurs- days from 2:30 to 4:30 P. M. until the first of June. Board granted use of one court only for the time specified. Davis and Abbott presented to the Board an estimate of the cost of survey work in Chapin Ave. Board voted to have the work done at the price mentioned. A new form of application for permanent sidewalk con- struction was received from the Town Counsel. A notification was received from the Light Department and Telephone Co. for changing a pole location on thecorner of West and Fremont St. It was approved. The Board was requested by the Town Counsel to change the dates on the Order of Taking of Third St. from January 5th to April 6th. Board voted to do so. - A report was read by the Chairman on the status of the Water Department Construction Bonds #296 and #316 and then placed on file. Tarvia for spring maintenance was discussed. Water meters now needing repairs were consigned to the junk pile because new meters can be bought at less money than cost of repairing old ones. -4- April 6, 1934. Fountain pens are in need of repair. It was suggested that a price be gotten from the maker of the pens. Superintendent Birnie reported an accident in which an elderly woman, Jessie M. Hill of Wilmington, was hurt by a fall. Matter was turned over to the Town Counsel. It was suggested that the overdue water bills be looked over by the Welfare Department and checked before being considered by this Board. The matter of buying a new truck was again considered this time with some comparative figures at hand. Tractors were discussed. We now have a Mead-Morrison and a Cletrac. It will be the Board' s procedure to turn in the Mead-Morrison and buy. a new Cletrac, then at a later date buy a new Tractor to replace the large Mead-Morrison. Bids will be called for on a tractor.
