HomeMy WebLinkAbout1933-04-21 Board of Public Works Minutes Reading, Mass. , April 21, 1933. ® The Regular Meeting of the Board of Public Works opened at 7:30 P. 11. Messrs. Putnam, Fairclough, Fowls, Barnes and Superintendent Birnie were present. Records of previous meeting read and approved. Wrote letter to Dr. Lancaster informing him that the Board granted the use of the Ball Park on Saturdays from 9:00 to 12:00 A.11. and will notify him later with reference to its use on Monday afte�x- noons. Upon a petition of Albert R. Carpenter and Mabel M. Car- penter, residents of Reading on the North side of Vale Road, the Board granted the right to enter the common drain in Vale Road for the purpose of draining said premises and the dwelling house thereon. A release was received, signed by the above named peti- tioners, saving the town from liability of damage from said drain. A letter was received from the Town Counsel in answer to a letter written April 14, 1933, requesting advice on unmetered water service. He answers as follows: "I beg to say that Section 8 of the Rules and Regulations of the lister Department provides as follows:- "Section 8, except where conditions make it impractical the water will be measured". "If the Board rules that conditions in this case make it impractical, I see no reason why a sprinkler system should not be installed under an unmetered service." (See letter in files. ) ' A letter was received from Robert W. Totten at 21 Harrison St. Cor. of Orange St. , notifying the Board that his property was -2- April 21, 1933. flooded with surface drainage. After consultation with Mr. Birnie the Board has found that this is not street water and therefore that this department is not responsible. A letter was written to Mr. Totten, notifying him of the Board 's decision. A letter was received from Arthur D. Weston, Chief Engin- eer of the Department of Public Health of the Commonweal of Mass- achusetts, acknowledging with thanks the receipt of the Annual Report of the Board of Public Works for the year 1932. A letter was received from George H. Clough, President of Richards Co. Inc. questioning the quality of the Lead recently pur- chased. He was advised in a letter of this date that the bidder reported by letter that the Lead on which he quoted "runs 99.95 Lead" . See letter in file. ' Mr. Fred L. Nutter of 41 Linden St. appeared and requested that the Board investigate a catch basin or dry well on the High School property, just north of his house. He receives drainage water in his cellar since the above mentioned basin has been con- structed. The Superintendent was instructed to investigate con- ditions and report to the Board next Friday. A letter was received from the Board of Assessors enclos- ing a copy of Chapter 63 relative to the collection of Betterment Assessments , which in substance requests that this Board send all Betterment Assessments to the Board of Assessors instead of to the Collector of Taxes . The Board voted that in future all properties connected with our water system for sprinkler protection shall be required to pay a minimum charge of $3.00 semi-annually. ' -3- April 21, 1933. The Planning Board met with our Board at 9:30 P. M. for a discussion of confusing street names. Viz. Fair Road & Fairview Ave. Harrimap Ave. & Harrison St. Longview Road & Longwood Road. It was decided to send notices to the residents of Fair Road for a hearing to be held next Friday, April 28, 1933 at 8:00 P. M. , in Room 19 if available, to receive suggestions for a new name therefor. The question of the numbering of houses on streets was also discussed. Mr. Bailey called relative to the oil bids. He is to notify the Superintendent of the cost of testing five samples. Superintendent also to inquire into cost of testing from Arthur D. Little. Board considered unpaid water bills.
