HomeMy WebLinkAbout1933-03-24 Board of Public Works Minutes Reading, Mass. , March 24, 1933. The Regular Meeting of the Board of Public Works was called to order at 7:30 P. M. Messrs. Putnam, Fowle, Barnes, Fairclough and Superintendent were present. Records of previous meeting read and approved. Superintendent reported cost of constructing 6" Water Main in Haverhill St. from Bay State Road to Mr. Valido's house, $1,044.30 4% = $41.77 2100 feet. , being cost of pipe only. Welfare labor being used. Mr. Noble submitted bid at 7:45 P . M. for removing Rock from side of R. R. track near Willow St. crossing. He reports -it contains 128 cu. yds. and will do job for $175.00 in a first class manner doing no property damage. Mr. Domenick Zanni bid $250.00 for drilling, blasting and removing above rock. Mrs . Gaw, 251 Pearl St. requested gravel on road to make it passable. Superintendent to investigate and report what is necessary. Mr. Davis, Town Counsel, reported that Railroad officials and men wished to meet with our men at 10:30 A. M. Monday to start work removing boulder, but Town will not be ready to start then. Mr. Davis cancelled above arrangements but the Division Engineer will meet with Superintendent and Mr. Noble then. Mr. Ellenwood appeared relative to surfacing R. R. -2- Mar. 24, 1933. location adjoining High St. He also reported that a knoll on the East side of railroad opposite boulder, should be removed. He requested that the condition of water service pipe going into his house at corner of Lowell St. and Middlesex Ave. be investigated. Mr. Felix Arsenault, Green St. appeared asking for extra work. His name will be put on list and be notified when there is work. Hearing on laying out County Road under the Betterment Act. held at 8:15 p. M. in Room 19, Municipal Building. Mr. Jesse Thorn (appeared for Sarah W. Lewis, et al) and the undersigned for themselves. Merle W. Parr Addie M. Chase Johnson Heirs (Alden Johnson at al) William £c Margaret J. Roberts William J. Steele Annie Clements Marion C. Delong Margaret A. White William F. White Mr. Steele took petition for more signatures. Mr. Mullen in to see Board regarding filling in Lafayette Road and possible acceptance of street. Contract for gravel pit on land of Golf Club given to Town Counsel for slight alterations. Board considered the agreement made by the Towns of Woburn and Reading to keep South St. in condition with Town Counsel. See copy hereto annexed. Board reported conditions on drainage at the Cor. of West and Woburn St. to Town Counsel. 1 -3- Mar. 24, 1933. Superintendent is to make a report of above for our files. , Board received a Bond of the First National Stores, Inc. for construction and maintenance of a chute in sidewalk at #204 Main St. from the Town Counsel, which bond is satisfactory to him. The easement for taking gravel from the property of S. H. Carroll, Grove St. was cancelled for the year 1933 by the Board and Mr. Carroll notified by a letter to that effect. A Hearing was held at 8:00 P-. M. on petitions for the removal of three J. 0, poles and the location of two new poles on Forest St. about 1500 ft. West of Main St. and removal of three poles and the relocation of three poles on Forest St. about 3200 feet west of Main St. Board signed both. ' A petition dated Sept. 24, 1931, signed by the residents of Wakefield St. was received asking that the street be repaired. Action deferred. A complaint was received about the sidewalk and wall on North Main St. near the playground. Superintendent to investigate and close sidewalk to traffic if necessary. Board considered file for card index. Superintendent to investigate further and report at next meeting. A letter was received from F. D. Sabin, Dist. Highway Fngr. , for the Dept. of Public Works calling attention to the condition of Town line signs located on Salem and Lowell Streets and requesting that they be painted. Superintendent is to attend to the matter. Board considered getting an assistant to the Secretary, and ' voted to have said assistant hereuntil9 P. M. when Board is in session at no extra pay. OF -4- Mar. 24, 1933. ' Board decided that office force shall not be in the office after 10:00 P. M. in future except when Board is in session. It was decided to change time of receiving money for pay- ment of bills of Water Dept. from 9:00 to 4:00 to 9:00 to 4:30. Proposals were considered for motor oils and gasoline. It was decided to have the Superintendent find what S. A. 9. rating was recommended for oils and to ask for such in bids, and to ask for bids for the year's supply of gasoline, approximately 18,000 gallons. Gas to be delivered as needed to Town owned pump on John St. Bids were asked for tires from qualified dealers in Reading in sizes specified to be opened in office of Board of Public Works at 8:00 P. M. , March 31, 1933. ' Board ordered that Harold Russell of Grove St. have damage done his car by street plow repaired and receipted bill with a claim submitted. The Superintendent was advised to start work on Weston Rd. Drainage, also Chestnut Road as soon as easement on Chestnut Road is secured. The Superintendent asked for instructions regarding removal of stone from Lowell St. Mr. Benjamin Howe, Summer Ave. , requests a second water service going into his Tennis Court and garden.
