The Reading Bicentennial Connission met on 26 April at 7:30 pm
at the Reading Public Library, Roland Blanchard oresiding in the absence
of toe chairman, Joyce Aller. Present also were members Farclay, Bishop,
Farquhar and t?c Cauley. :Taurice Proctor was absent .
The minutes of the previous meeting were accepted as distributed.
It was reported that the lower Common project was to be ready
this spring but that the signs had been delayed because of Mr. Batten' s
hospitalization.
The topic of the meeting was the Jaycees multi media presentation
being prepared by them for Founders Day. Their letter of request of
April 7th and a Bicentennial Commission financial statement , dated April
18, had previously been sent to the members.
Richard Wall of the Jaycees and Joan McKinley, project coordinator,
were present and outlined the plan for a three—screen, nine projector,
20 minute slide show, with music and professional narrator, including
both historical perspective and contemporary scenes of Reading. Since
`conferring with Mrs. Barclay and Mrs. Bishop on March 25th they had
decided to limit the time coverage to a century, 1878-1978, since it had
been realized there were no pictorial materials available for the first
two hundred years of the town.
They stated that if prepared professionally for merchandising the
snow would cost kbout 15,000 or 20,000 dollars, but with the participants
donating their time the only expenses would be for material costs ( film,
duplicate elides, and t 'ce like . ) Their expected cost was estimated at ,§'x1000.
There would be 3 sets of slides, one for the Town and/or Library, one for
the Jaycees (for future use ) and one for the producer.
DurinZ the questiDling it was stated that the terms had not been
drawn up but that the show could not be sold or broken up without the
consent of the town and the contributors. In answer to a quesion by Jack
McCauley it was stated that It might be transformed to a 2 projector, 2
carousal, 1 screen show for greater usefulness.
The Jaycees reported that they had found the merchants loath to
contribute to the project , and that they had raised 0100 in a raffle, and
therefor were asking for help from the Commission.
They reported that the script was not yet complete, but the format
was being laid out , and they were still photographing. The last event was
expected to the the Symphony orchestra concert on Islay 8th. Completion
L was set for May 13 and they need 61000 before that date.
4 / The acting chairman thanked them for the presentation and said
that they would be notified of the Commission' s decision.
Kember Jack :IcCauley moved that 4800 be allotldd for the project.
There was no second. Katherine Farquhar moved 4600"with strings" ( with
slides subject to review and a general catalog submitted in narrative
foT-m. This also failed of a second.
The Commission was evenly divided. T'nere was uncertainty as to
whether there were other uses to be preferred for the rem"inicg funds, and
exactly how much was free for this purpose.
The Library being about to close the meeting adjourned at
10 minutes of nine pm, having been unable to corse to any decision.
