CIAS met at 7:30pm in the conference room at the Reading Fire Station. Present at the
meeting were Carol Grimm, Peter Hechenbleikner, Cathy Martin and Nate White.
The group approved the minutes of the November 19, 1997 meeting by a vote of 3-0.
The majority of the meeting was spent reviewing the latest draft (12-8-97)of the Capital
Improvement program.
-The DPW Vehicle Maintenance expansion with$40,000 in design work is now scheduled
in FY00 and $500,000 in construction costs in FYOI. We asked for cost justification of
this project, how much will the Town save by consolidating vehicle maintenance at the
garage.
-We requested Open Space acquisition be put back to every other year funding.
Annual appropriations for FY99 are now projected at $990,900 versus$967,000 planned
last year. There will mostly likely be some moderate shifting in appropriations before the
plan is finalized but the larger concern are the debt issues currently scheduled. The
financing plan shows a$5milhon deficit over the 10 year period. The plan includes
® $20milhon in school projects through 2002 and$12.5million in municipal projects through
2001.
We may have a better sense after the beginning of the new year where the landfill project
stands,the open space acquisition and the swimming pool. On the school side the
elementary enrollment group will be finish and we may have a better sense if the threaten
reduction in SBAB reimbursement percentage will effect the upcoming projects.
The ne*CIAS meeting is for Friday, December 12th in the Superintendents office to
review the Coolidge project.
