The regular meeting of the Board of Public Works was held
this day at 7:30 P .M. , with Mr. Hartshorn, Mr. Merrill, Mr. Fairclough
. and the Superintendent present.
The records of the previous meeting were read and approved.
Mr. Millard F. Charles wants granolithic sidewalk in front of
his new stores in the square and is willing to grant Town an easement
of way over same. Mr. Davis , Town Counsel, advised operating under
the Betterment Act and sug7ested that the sidewalk be carried to
the corner of Sanborn Street. The Chairman is to interview the
owners and see if they want the improvement.
The Saugus Sand and Stone Corporation served notices on the
Board through its Attorney, Frederick W. Mansfield, that it would
hold us to our contract for No. 1 stone for the Salem Street
reconstruction.
A letter was received from Metcalf & Eddy relative to further
bills.
A Hearing for Brands Court was held . No appearances, plan
approved and signed by the Board of Survey.
A Hearing on a petition for location of two (2) new poles on
Pleasant Street Easterly from Main Street was held. Mr. G. A. Fisher,
who resides at the corner of Pleasant and Middle Streets appeared,
he wished to have street as clear of wires as possible, but did not
oppose the petition.
Mr. Frederick W. Mansfield, representing the Saugus Sand &
Stone Corporation, with Mr. Caputo and Mr. Lonegan, appeared and
admitted their mistake under the contract and asked to be allowed
' to finish out contract, guaranteeing to furnish No. 1 Stone in
future. Mr. Davis was present. They retired with the request that
the Board reconsider its decision. After very careful consideration
of the question of possible trouble with the Winchester Company

over its contract, the Board voted unanimously not to change its
previous decision, and to have the Winchester Company supply all
stone for this present Salem Street job. Mr. Davis advised the
Board that this was the safest course to pursue, so as not to
involve the Town in any possible lawsuits .
Prices on regulating valves for the new standpipe were considered
as follows :-
8" W.R. Type Ross Regulating Valve $262.00, supplied by
Harry R. Prescott, Worchester, with a very
satisfactory guarantee.
The Union Water Meter Company quoted $1,200.00
with 25% off for its valve.
The Superintendent is to make a very careful investigation
of both and report to the Board.
Bids were opened for plowing, harrowing, brushing and seeding
Memorial Park Meadow. '
Geo. Zanni quoted 3125.00
Percy Sweetser quoted $25.00 per acre for plowing and harrowing,
5.00 " " " brushing and seeding.
The Superintendent is estimate the area and report.
It was reported that there is a low spot in Woodward Avenue
on the northerly side near Mr. "owle's house and it is thought that
a catch basin will be necessary. Superintendent to investigate and
report.
The Superintendent reported that surface water could be cared
for on Wilson Street by laying a drain to the brook on Pleasant Street.
It was found that the lines off Hopkins Street were laid out
in 1891. '
Mr. Esterberg, at the corner of Hopkins and Walnut Streets,
requested two loads of loam, to fill in low spot at street corner.
Voted to deliver when convenient.

' Superintendent reported that the County had established a
curve at the corner of Lowell Street and Bancroft Avenue and when
the curb is laid at corner of Mr. Herrick's property it will follow
County line.
Between 465,000 and 470,000 gallons of water were pumped
during the month of July.
Board voted to fill in hole for meter at Pl-Imping Station,
to have seat put around band stand and get price on underpinning;
to have bench forms cast in concrete, and to obtain costs of
materials for sidewalks.
Superintendent to answer Mr. Spencer' s letter regarding
driveways, etc.
The Board requested the Secretary to express its sympathy
' to the family of the late George D. Putnam.
The Board adjourned at 10 P .M.

Whereas after discussion it was determined and adjudged by
this Board that public convenience requires the reconstruction
of the existing sidewalks on the Westerly side of Main Street and
the Northerly side of Haven Street, beginning at the Northeasterly
corner of Haven and Sanborn Streets and extending Easterly along
the Northerly side of Haven Street and Northerly along the Westerly
side of Main Street to the Southwesterly corner of Main and Woburn
Streets, ti was, upon motion duly made and seconded, Voted to adopt
the following order:
0 R D E R E D: That this Board reconstruct the sidewalks in
the said locations of granolithic construction, said materials being
of a more permanent character than that with which said sidewalks ,
were originally constructed; and it is further ordered that there
shall be assessed on the abutting Estates mentioned below the
respective amounts set opposite each parcel, which assessments do
not exceed one-half the cost thereof.
