HomeMy WebLinkAbout1930-05-23 Board of Public Works Minutes -2- May 23, 1930. The regular meeting of the Board of Public Works was held at 7:30 P.M. Mr. Hartshorn, Mr. Merrill, Mr. Fairclough and the Super- intendent were present. The report of the previous meeting was read and approved. Mr. Torkington of Martin Road appeared to hear the Board' s decision with regard to refund on overcharge of 4% on his water bill. He was not satisfied and the Board is to make a further study and report later. Mr. Porch appeared with regard to use of Lukens Steel in the new standpipe. The Board agreed. to notify him of name of concern to whom the contract to build the standpipe is awarded. The World War Memorial Committee, composed of Mr. Elias B. Currell, Chairman, Mr. Forest Bryant, Mr. Winn. Parker, Mr. Daniel H. Shay and Mr. Samuel H. Davis appeared, asking what pland the Board had for the improvement of the Common. Our Chairman informed the Committee, that the Board had very little money to spend and would do nothing to interfere with further development by the Committee. Mr. Currell complimented the Board's work under the chairmanship of Mr. Davis and Mr. Hartshorn. The Bids for the erection of the new standpipe on Bear Hill were opened and the following figures received. Carnegie or ' Lukens Walsh Holyoke Steam Boiler Inc. 24, 500. 26,154. Lukens -2- May 23, 1930 Cont. Our Engineers recommend and the Board voted unanimously to . ' award the contract to the lowest bidder the Pittsburg- Des Moines Steel Co, for $18,900. without the balcony. Mr. Davis informed the Board that the money was not ready for the purchase of the land for the standpipe because the Bonds have not been sold. The Board urged that all possible haste be made so that there may be no delay because work should start June 1. Mr. Porch reappeared before the Board and was informed of the award of contract so that he might take such steps as he deemed advisable. Mr. Davis informed the Board that some action by the Town would be necessary if Mr. Geo. Putnam's salary is to be continued becausethelength of time allowed for such leave is passed. The Board was unanimous in wishing that his salary be continued and , asked Mr. Davis to take such steps as may be necessary to insure its continuance. The Chairman asked Mr. Davis to write to the Masonic Associates with regard to the donation to the Town of that strip of land between its new building and the sidewalk line. The Board is to construct a ten-foot (10-foot) sidewalk, assessing them one half the cost or $1.00 per ru=ining foot. A letter was received from the Boston and Maine Railroad with regard to construction of surface adjacent to High St. The Railroad will reportcontemplatedwork as soon as decided upon. Mr. Davis wrote with regard to the gravel pit on Grove St. It was decided to lay a granollthic sidewalk on High St. , to replace the tar sidewalk destroyed by sewer construction without cost to the abuttors . The Department is to do the work, keeping close accounts of cost, with a view to purchase of a mixer and -3- May 23, 1930 Cont. forms so that all granolithic sidewalks might be laid by the ' Department. Conditions of the Willow St. Railroad Crossing were discussed. Augustus T. Stanwood, #78 King St. , requested a corner curb at King and Berkeley St. After careful consideration the Board so voted. The planting on Common also watering and seats were discussed and it was decided to purchase seats with back having concrete uprights with wooden slats. Playground apparatus was discussed and it was voted to write Playground Committee to meet with Board and consider just what is necessary. It was voted to make necessary repairs to Bandstand. Progress is reported on ditch from River to Galleries at Pumping Station; another week will be necessary before completion of work. The Board adjourned at 11 P.M. A True Record: Attest: I William T.
