Mr. Davis met with the Board in regard to location of street
line on High Street between Gould Street and Lowell Street.
It was voted to engage Davis & Abbott to establish the side
lines on High Street from the end of the recorded layout of 1872
to Lowell St.
The Town Counsel has notified the Board that the hearing with
the County Commissioners on the Mineral Street Bridge has been set
for 10 A.M. October 16, 1928, The Town Counsel has been requested
to advance the date if possible.
Mr. Collins is to attend the hearing with the County Commissioners
on September 15 in regard to State and County Aid for highways '
in 1928. Copy of letter attached.
Mr. Birnie and Mr. Richmond gave reports of the work in their
respective departments .

Gentlemen:-
The Town of Reading in 1917 received State and County aid for
the construction of West Street. Previous to that time aid had
been received for West and other streets for a period of years.
Since 1917, although aid had been requested, none has been
received.
The general trend of the tax rate has been in an upward direction,
partly due to the expenditures on highways, which are maintained in
an excellent manner. The money, however, is spent almost entirely
for maintenance.
The Board feels in order to progress with its highways, some
money must be spent for permanent construction, especially on its
through streets. This , the Board feels, can not be attempted without
the financial aid of the State and County as given in other Towns
' and Cities and the Board df Public Works of the Town of Reading, in
behalf of its citizens , at this time earnestly solicit your support.
The Board of Public Works wishes to receive 12500.00 each from
the State and County, to which this Town could add $2500.00 for the
construction of Woburn Street from Lowell Street to Chute Street with
bituminous macadam. And $2500.00 each, to which the Town could
construction would be carried on yearly at the same rate until the
entire street is completed from Salem Street to its first junction
with North Main Street, thus providing a by-pass around Reading
Square for all traffic coming from Wakefield, Lynfield and Lynn,
going to Lawrence and much of that going to Lowell by use of Lowell
Road in North Reading and Wilmington.
