September 28, 1959
The meeting of the Board of Survey opened at 9:00 P.M.
Chairman Zanni, Secretary Harrison, Board Members Donahue,
Florence and Leonard and Superintendent Welch were present.
Records of the previous four meetings were read and
approved .
Read a note from the Superintendent suggesting that all
developers be required to complete certain work on streets
before plans are signed.
A detailed discussion took place.
It was moved, seconded and voted to approve the following
regulations relative to work to be done by developers:
1. Before the plan is signed the following work shall be
accomplished: Excavation, drainage, water mains, water services,
sewers if required, sewer house connections, gravel borrow in
roadway and sidewalks, one coat of oil on travelled way. In
other words all work completed except bituminous concrete side-
walks and travelled ways, curbing and curb inlets, loamed tree
lawns, bound points and driveway aprons before the plan is signed .
2. A commercial bond in the amount stipulated by the Town and
bearing a specific completion date shall be filed with the Town
covering the uncompleted items mentioned above before the plan
is signed .
3. A conditional approval shall be given the developer
after the final hearing providing he agrees to the two above ,
described conditions.
4. A copy of this arrangement , if approved, shall be given
the Board of Health and the Building Commissioner, so that they
Zwill not inadvertently issue any permits.
5. In a proposed development containing more than one
proposed street the Board of Survey will approve and sign the
plans for one or more streets providing that in each case the
work specified above in item one has been accomplished and the
bond specified above in item two has been filed.
Read a note from Superintendent to the effect that the
Bond for Avalon Road has been filed by the Normandy Trust and
that as soon as some minor technical details are completed the
plan may be signed .
The meeting was adjourned at 9:15 P .M .
