The Meeting of the Board of Survey was held at 10:15 P.M.
-Those present were Chm. Zanni, Sec. Harrison, Mears. Donahue,
Florence, Leonard and Superintendent Welch.
A note from the Superintendent was read suggesting a new
method of requiring developers to accomplish roadway and public
utility work. It is as follows:
I have given much thought to the bonding of work In
developments by developers. The acceptance of commercial bonds
without time limits seems ineffective . The acceptance of checks
in lieu of bonds is also ineffective. Both methods are cumbersome
and slow. Enforcement is difficult and laden with detailed work.
The Board of Survey will shortly have to decide on two
• developments - Avalon Rd, and Causeway Rd . Consideration should
be given to the method of getting the work done.
I therefor suggest that the following be required of the
developers:
1. Before the plan is signed the follow1 ng work shall be
accomplished: excavation, drainage, water mAins, sewers if re-
quired, gravel borrow in roadway and sidewalks, one coat of oil
in travelled way. In other words, all work completed except
bituminous concrete sidewalks and travelled ways, curbing and
curb inlets, loamed tree lawns, bound points and driveway aprons
before the plan is signed .
2. A commercial bond in the amount stipulated by the Town
and bearing a specific completion date shall be filed with the
iTown covering the uncompleted items mentioned above before the
plan is signed.
G3. A conditional approval shall be given the developer
after the final hearing providing he agrees to the two above
described conditions .
4. A copy of this arrangement, if approved, shall be given
the Board of health and the Building Co� missionor, so that they
will not inadvertently issue any permits .
5. The above would apply to either one or Tore streets.

An extended discussion took place.
It was moved , seconded and voted to lay this matter
on the table for consideration at a future meeting.
Read note from Superintendent relative to the actual
work accomplished by developers to date in functioning develop-
ments. Report listed all developments and the status of the
work in each instance. Report was made with relation to
letter sent by Board in July 1959 requiring each developer to
be under way by Sept. 1, 1959.
No action taken.
The meeting of the Board of Survey adjourned at 10:45 P.M .
