A. Meeting of the Board of Survey opened at 8:30 P. M. in Room
19 Municipal Building.
Present were Chairman Johnson, Messrs. Donahue, Hopkins, Kilgore,
Zanni and Superintendent Putnam.
Minutes of previous meeting read and approved.
Secretary Donahue read the notices of hearing regarding the
acceptance of lines and grades of Jacob Way which runs from South
Street in a South-Westerly and Westerly direction a distance of 1116.14
feet more or less to a dead end . This notice was legally published in
the Reading Chronicle issue of Thursday October 11, 1956.
Secretary Donahue read the notices of hearing regarding the accep-
tance of lines and grades of Jacob Way, which runs from Englund (Private)
Road in a Westerly direction, a distance of 382 feet more or less to a
Dead End. This notice was legally published in the Reading Chronicle
issue of Thursday October 11, 1956.
Chairman Johnson explained to the assembled citizens the reason
for the Hearing' s on Jacob Way which are to furnish access to the Bus-
iness C Zoned Area Southerly of South Street. Superintendent Putnam
then explained in detail by means of a map on the Blackboard in Room
19 the three possible routes which the access roads might take.
Chairman Johnson then explained that under a lease agreement
Addison-Wesley are compelled to have an access road and may have to use
a 70 foot outlet owned by them fubther Westerly on South Street than
Englund Way.
The following are excerpts of questions and answers taken at
L the hearing:

Mr. Lawthers: (283 South Street) Has any thought been given to
%F making South Street one way. (He does not wish to
have South Street one way) .
Harold Jones (337 South Street) There has been some discussion
regarding making South Street One way. Would like
to have the Board of Selectmen answer that question.
Roy Fitz: (333 South Street) We have had several hearings re-
garding this; thought all ,were in favor of the orig-
inal layout. Why now proposed alternate routes? Are
any costs available for the three routes?
Chairman Johnson: The Board of Survey must hold the necessary legal
hearings then present their approved access roads
to the Town Meeting. The costs of construction are
available. Land damage costs are not available at
present.
Mr. Lipsett: (343 South Street) How and why _does it take so long
to get land damage appraisals? At the last hearing
all those on South Street voted in favor of Jacob
Way.
Mr. Lipsett:. (343 South Street) If the Town is interested in this
Addison-Wesley property why not put up funds for
r Jacob Way? As residential property, why ruin it with
business traffic. No one in Town will help South
Street residents out, with service road away from South
Street, namely, Jacob Way.
Chairman Johnson: It costs money to take land and build roads-the cost
will come from the tax payers of the Town of Reading,
all will share in the cost. The Town Meeting zoned
this area for Business purposes; the road should have
been built in the first place.
Mrs. Lipsett: We all purchased land from Zeytoonian and were assured
at that time it was strickly a residential section; it
is not fair to now have it zoned dor business.
Hhairman Clinch: The history of zoning this area for Business C was by
the Joint action of the planning Board and the Board
of Selectmen for use by an Insurance Company; the In-
surance Company did not come in then the Planning Board
and the Board of Selectmen got Addison-Wesley interest-
ed; presented the proposition to the Town Meeting again
and the Town Meeting Members accepted same; it is dif-
ficult to plan roads prior to deselopment of land. One
huge building or several small buildings might re-
sult which would incur difficulty in access roads.
Mr. Jones: (337 South Street) What recommendation did the Plan-
ning Board make at prior hearings regarding these
access roads?
Chairman Clinch; The Planning Board recommended Jacob Way at the orig-
inal hearing.
Mr. Lawther: Is curious regarding working of Town Boards. One
Board wants Business income another Board wants
South Street to pay for it.
Mr. Kilgore: (Public Works) Requested Carl Amon, Town Counsel to
explain intangibles and finances of problems.
Town Counsel Amon: The Hearing is held to sati®fy legal statutory re-
quirements of the Board of Survey for Town Meeting
Action. The Town Meeting will soom be held. Costs
are intangible; land damages, const, costs, etc. , are
very intangible. This meeting is on the technical side
only.
Mr. Lawther: Is there any point in any utterances by abuttors?
%W Town Counsel Amon: There have been no hard and fast opinions made among
the Boards as yet.
Chairman Johnson: The Board of Survey still recommends Jacob Way as
originally proposed. The Board could not present a
plan to the Town Meeting prior to the Addison-Wesley
plant being erected nor any access roads. The Town
Meeting Members voted the change in the honing laws.
The Board of Survey have presented three alternate
access roads routes; no one route is settled yet;
your opinions are desired and solicited.
Mr. Sullivan:: (320 South Street) There are 20 to 3U primary school
children who take the bus every morning at the inter-
section of South and Main Streets and South Street and
Englund Road . There is no police protection at that
point, the children are greatly endangered. Why is
there no police protection at these points?
Chairman Latham: (of the Board of Selectmen) The Town has a police car
at Hopkins and Main Streets. Will send police to
South and Main Streets to check.

11w Mr. Fitz: Is interested in remarks of Town Counsel-entire dis-
cussion will result in discussion of dollars.
Unknown citizen: Why did we receive all the notices that we have?
Superintendent Putnam: (then explained the legal statutory requirements
of sending notices of Board of Survey and Board of
Public Works Hearings.)
Carl Englund: (397 South Street) Why was a building permit issued
to Addison-Wesley before an access road was proposed
and taken:
Chairman Latham: The Board of Selectmen has three preferences for access
roads to the Addison-Wesley or Business C Zoned area.
The first is Jacob Way; the second is the right angled
. road shown on the map on the blackboard; third would
be to use South Street, Englund Road and a portion of
Jacob Way as shown on the plan on the Blackboard. The
Board of Selectmen hope that Addison-Wesley will never
construct an access road on the 70 foot strip of land
that abutts South Street Westerly of Englund Road.
Unknown Citizen: Who gave Addison-Wesley a permit to use Englund Road?
4r Carl Englund: We gave permission. We paid for same and feel that
we have the right to.
Town Counsel Amon: Mr. Englund has the right to give permission for use
of Englund Road to anyone he wishes.
Mr. Lawther: Has enough been said to ascertain the wishes of the
meeting?
Harold Jones: If I understand correctly we will be forced to speak
at the Town Meeting to actually get a decision on the
access road route used. Will both articles be on the
warrant at the Special Town Meeting?
Chairman Latham: The Board of Selectmen would not object to any number
of Articles on the Warrant at the Special Town Meeting.
Chairman Johnson: We can do that; we have two plans which will include
both if requested.
Attorney Killam: (for Mr. Zeytoonian) Remind Selectmen that right angle
road is not up for a hearing tonight.

Chairman Johnson: It was not possible for a Survey to be made in time
'rr for the hearing. All Boards agree that it is not a
suitable access road.
Attorney Killam: Then the Selectmen were not consulted.
Chairman Latham: In limited manner only.
Mr. Kilgore : (Public Works) You do not have to be an engineer to
know that the right angle road is not feasible . Use
common sense and that will show the obvious objections
to it. (Mr. Kilgore then explained the number of right
angle and left angle turns necessary if the right angle
road were taken. )
Chairman Latham: The Zeytoonian land is entirely zoned for Business C.
Mr. Englund. Mr. Zeytoonian was in favor of rezoning. Would South
Street be widened if Englund Road were used?
Chairman Johnson: Yes, probaoly.
Harold Jones: Will the cost of South Street damages be figured in
final costs?
Mr. Lipsett: Could the Business C land again be rezoned?
Chairman Clinch: Any land in Reading could be rezoned on vote of the
Town Meeting.
Chairman Johnson: Would those in attendance wish one or two plans pre-
sented to the Town Meeting? Jacob Way or Englund Road
Routes.
Attorney Killam: Realizes the problem of the Boards; something however
must be done. What is best for most people?
What will do most damage to Mr. Zeytoonian? The right
angle road would not injure Mr. Zeytoonian. Jacob Way
injures Mr. Zeytoonians' land most. Mr. Englund and
Mr. Zeytoonian could not be injured very much. All
three routes should be presented at the Town Meeting.
The Board of Survey and the Planning Board should do
some study on what will transpire in the future. The
Town must plan for the future.
Mr. Nordstrom: (332 South Street) Can not see where Jacob Way would
injure Zeytoonian.
Unknown Citizen: The only plan presented to the Town Meeting should be
Jacob Way.

Carl Englund: All plans should be put on the warrant.

Chairman Johnson. Can present two plans to the Town Meeting if people
so desire.
Mr. Jones: (337 South Street) What happened to the vote taken
at the last meeting?
Chairman Johnson: The time limit of the previous hearing has now elapsed.
Carl Englund: We trust that the time limit will not again elapse
e before another Town Meeting.
Chairman Johnson: Can only answer for the Board of Public Works.
Mr. Burnham. (Planning Board) Has Mr. Zeytoonian ever given anyone
a figure on his alledged land damages?.
Attorney Killam: Must go into the History of this; in August Mr. Zey-
toonian was to engage an appraiser; also the town
Boards were to retain an appraiser. Mr. Zeytoonian
has his figures on land damages from his appraiser,
the Town has not.
The Town Boards agreed to hold a conference after
land damages appraisals have been secured.
�r Chairman Johnson: When the Townst appraisals figures are available a
conference will be held with Mr. Killam and Mr. Zey-
toonian.
Town Counsel Amon: The Town has never received any set figure of land
damages from Mr. Zeytoonian.
Chairman Johnson. I would request at this time a land damage estimate
from Mr. Zeytoonian also his appraisers estimates.
Attorney Killam: Submit that he has not stalled on this conference or
the problem of the access road.
Chairman Johnson. The Board of Public Works have hired no appraiser.
Town Counsel Amon: An appraiser has been hired by the Town, engaged by
the Town Counsel, authorized by the Boards of Public
Works and Selectmen.
Mr. Burnham: Have we ever received a set figure of damages from
Mr. Zeytoonian?
Attorney Killam: The answer is No.

Chairman Clinch: (Planning Board) Pointed out the thinking of the
Planning Board regarding the access road.
Mr. Lawther:. If that road-(Englund Road and Jacob Way)- is con-
structed it would always remain so and never be changed.
Mr. Poor: (257 South Street) Can not see why all the arguments
occur and no decision has been made. Addison-Wesley
bre being put upon. The delay is not understandable
by him.
Chairman Clinch: Dnless something is done before January 1, Addison-
Wesley will come out on their 70 foot road on South
Street. It is impossible to complete Jacob Way prior
to January 1.
Mr. Poor: The residents owe Addison-Wesley a vote of thanks tor
not coming out their 70 way prior to this. (Mr. Poor
reiterated that he can not understand why the problem
has not been resolved.)
Attorney Killam: I am read, Mr. Poor.
Mr. Wright: (267 South Street) Does not think it was good planning
by the Planning Board.
Chairman Clinch: The Planning Board acts in an advisory capacity only;
has no jurisdiction on laying out roads.
(Chairman Johnson then requested Superintendent Putnam
to poll those present on both Hearings. The vote was
as follows)

Chairman Johnson then requested the opinion of those assembled as
to whether or not they wish one road or two roads placed in articles on the
warrant for the Special Town Meeting, Harold Jones wished to have it

clarified what the vote is for. If both access roads could be brought up
for discussion at the same Town Meeting. He was assured that if two art-
icles were put in the warrant both roads would be discussed. A show of
hands was then taken on what article should be placed in the warrant. On -
the matter of placing both articles in the warrant there were 8-Yes;No-many.
Meeting adjourned at 10;30 P. M.
