APPLICATION FOR APPROVAL Application for approval of any subdivisionshall be made on forms which may be obtained at the office of the Board of Public Works. Section 2. PROCEDURE FOR THE PREPARATION AND FILING OF PLATS AND STREET PROFILES (a) All plats and profiles and all procedure relating thereto shall in all respects comply with the provisions of these regulations. (b) The subdivider and/or his designer or surveyor may apply to the Board of Public Works if any further information or in— terpretation as to these subdivision requirements is desired. (c) A subdivider making a subdivision shall prepare a Preliminary Plan and Street Profiles and shall present two prints of each to the Board for approval. (d) Within thirty days the Board of Survey, hereinafter called the Board, will approve or disapprove the Preliminary Plan and Street Profiles or approve them with modifications noting thereon any changes that will be required. One copy will be returned to the subdivider with the date of said approval or disapproval printed thereon. (e) The Board, in studying a Plat and Profiles, will take into f consideration the requirements of the community and the best ! use of the land being subdivided. Particular attention will 1 _ 2 - be given to width, arrangement and location of streets to ac- comodate the prospective traffic and to afford adequate light and air, drainage, lot sizes and arrangements. Adequate street connections will be required to insure free access to buildings, including access of fire fighting equipment, and to adjoining subdivisions and lands. (f) No final action dull be taken by the Board upon the preliminary plans filed as provided herein and the Board shall proceed with the advertisement only after the Final Flat and Profiles have been submitted containing such modifications as may have been suggested by the Board and thereupon the final decision shall be rendered within 45 days after the submission of the Final Plat and Profiles. (g) The subdivider, following approval of the Preliminary Plan and Street Profiles shall file with the Board original drawings of the Final Plat and Street Profiles and two prints thereof ac- companied by a brown paper plan referred to in Section 5, Sub- heading 15. (h) Unless a Final Plat and Profiles prepared in accordance with the approved Preliminary Plan and Profiles including the modi- fications thereof, if any, suggested by the Board, is filed with the Board within six months after the approval of the Pre- liminary Plan and Profiles, the Board' s approval of the Prelim- inary Plan and Profiles shall be deemed cancelled. ( j) Approval of the Final Plat and Profiles shall be conditional and subject to the following requirements being met to the satisfaction of the Board of Survey: 3 T. A proper Bond to secure performance of the development and utilities will be required sufficient in amount to cover the estimated cost of the utilities as determined and prescribed by the Board of Survey in each indivi- dual case. (k) Filing of a proper Bond shall be a prerequisite of approval. (1) Before final action on any Final Plat and Profiles a public hearing shall be held by the Board, notice of which hearing shall be given at least Ten days prior thereto by advertise- ment appearing in one issue of the local newspaper and by mailing a copy of such advertisement to all owners of proper- ty abutting upon the land included in such Plat as appearing upon the most recent tax list. (m) A fee of ($10.00) shall accompany the application for appro- val of a Final Plat and Profiles which shall be returned if no hearing is advertised. (n) The Final Plat and Profiles will be approved by the Board if found by it to be in conformity with the requirements of the law and of these regulations. (o) Approval of the Final Plat and Street Profiles by the Board shall not be deemed an acceptance by the public of the dedi- cation of any street or other public way or grounds. Section 3. GENERAL REQUIREMENTS FOR THE SUBDIVISION OF LAND (a) The subdivider shall observe the following general require- ments and principles of land subdivision: 1. All streets which are part of. the main highway system Lshall be coterminous with adjoining links in said l 4 system and at the same or greater widths, except as hereinafter specified. 2. No street shall be less than 40 feet wide. A greater width will be required for through streets. 3. Grades of all streets shall be the reasonable minimum and maximum, but shall not be less than 0.5 per cent nor more than 6 per cent for main thoroughfares, or more than 10 per cent for minor or secondary streets. 4. No land shall be subdivided for residential use if it is considered by the Board to be of such a character that it cannot be used for building purposes without danger to health. 5. where possible and desirable stream banks, and low areas shall be set aside for parks, playgrounds, recre- ation purposes or other open spaces. (b) A variation of the general requirements may be permitted when, in the opinion of the Board, topography or other consideration necessitates such variation. Section 4. THE PRELIMINARY PLAN AND STREET PROFILES (a) The Preliminary Plat and Profiles shall be prepared by a com- petent designer or surveyor, preferably at a scale of one inch equals 100 feet, for Plans and one inch equals 100 ftl horizontally and- one inch equals 20 ft. vertically for pro- files and shall show the following general information: 1. Subdivision name, north point, date and scale. 2. Name and address of record owner, subdivider and designer or surveyor. '!I i 5 - 3. Location and names of adjacent subdivisions and names of owners of adjacent land. 4. Location, names and present width of adjacent streets and passageways. 5, width and location of all streets, other public ways and easements within the Plat. 6, width and location of all building lines and easements. 7. Lot lines with dimensions and areas of lots which shall be in accordance with the Zoning laws adopted by the Town. S. Proposed drainage. 9. Proposed uses of property. 10. Public areas proposed, if any. 11. Deed description or survey of Plat boundary. 12. Existing ground elevations at center lines and property lines of proposed streets. 13. Proposed finished grades at center lines of proposed streets. 14. Proposed percentage of grades of proposed street profiles. Section 5. FINAL PLAT AND PROFILES (a) The Final Plat and Profiles shall be prepared by a competent designer or surveyor in accordance with the following in- structions : 1. Plans and Profiles submitted to the Board of Survey shall be on Standard Plan and Profile Cloth, drawn in water- proof ink. 2. Size of sheet shall be either 21" x 31" or 19" x 28" or �. 15" x 22" or 24" x 32" to the border line with 1" margins all around. r 6 3. Scale of plans shall be 40-ft. to the inch, except as noted in Section 5 - Sub-heading 6. 4. Profile scale shall be 40-£t, to the inch. horizontal and 4 ft. to the inch vertical. 5. Only one street plan and its profile to be shown on one sheet. 6. Plot plans showing layouts of more than one street may be submitted on scales of 60-ft. to the inch at 80-ft. to the inch in the event they cannot be plotted at 40-ft. to the inch on the largest sheet mentioned in Section 5, Sub-heading 2, providing however, that the largest pos- sible scale shall always be used on the largest sheet mentioned in Section 5, Sub-heading 2. 7. Baseline of survey to be shown on brown paper plan, in green ink. All other details in same colors as used on tracing cloth plans. 8. Field survey note books will be furnished by the Board of Survey to surveyors for use on all survey work incidental to the preparation of plans which are to be submitted to the Board of Survey for approval. These survey books shall be the property of the Board of Survey and shall be kept on file at the office of the Board of Survey, when not in use in the field. 9. The title of the plan must state the location, the bench mark used as a base, scale, date, name and address of both the owner and the surveyor. 10. The plan must show the north point, areas of all lots, di- 4W mensions of all lot lines, ownership and location of abut- ting property, passageways, street lines, fences, walls, r - 7 - trees 4" in diameter or larger, buildings, boundary monuments, natural monuments, waterways, natural drainage courses, proposed drainage courses, existing easements within the Plat, proposed public areas, also bearings and distances to the nearest established street bound. 11. The direction of all street and boundary lines must be indicated by bearings which shall refer to the true north. The location of baselines and necessary data from which bearings may be determined will be furnish- ed by the Board of Survey. Traverse calculations must be submitted to the Board of Survey. The relative error of closure must not exceed 1 in 5000. A written description of the street shall be filed with the plans for copying into the Town Clerk' s records. All field survey notes, including all details, must be submitted to the Board of Survey. 12. All tangents, radii, length of curves and central an- gles shall be given for center line and side lines, and shall be shown in orange ink. 13. Center and side line profiles shall show the original surfaces and shall be stationed on the center line. Elevation of sills and steps of houses shall also be shown and stationed on profiles. Also the elevations i of floors of garages and surface elevations of ramps, driveways and walks regardless of material construction shall be shown and stationed on profiles. 14. The proposed center line grade shall be shown in red ink it on the profile with elevation of intersections of tan- i L S gents, stations, and rates of slope in figures. ( 16. A brown paper working plan shall be submitted to the i' Board of Survey in addition to, and accompanying, the plan submitted on tracing cloth. The brown paper plan shall show all the information included on tracing cloth plan and, in addition, all the essential details of the survey such as the baseline of the survey in de- tail sufficient to reproduce same on ground, tie points to all proposed granite bound locations, computations showing how sidelines were developed from baseline of survey and all other information pertinent to the sur- vey. Section 6. PLAN OF ENTIRE PROPERTY (a) If the approval of more than one street in the same general ter- ritory is sought, separate plans of each street shall be sub- mitted in accordance with these rules and regulations, and in addition thereto, a separate Plat shall be submitted, showing i the complete layout of all streets, the approval of which is sought. Section 7. WIDTH OF STREETS (a) No proposed street of a width less than forty feet will be approved. (b) Streets which may become secondary thoroughfares must be at least Fifty feet in width. (c) Streets which may become main arteries must be at least sixty feet in width. (d) Suitable turn arounds shall be provided at the end of dead end �r streets. They shall have a radius at the street line of at least Fifty (50) feet and in no event shall the width of the travelled way be less than Twenty-four (24) feet. I - 9 - ` (e) Streets or ways, however, the limits of which had been esta- blished, on plan recorded with the Registry of Deeds, of a width of Forty feet or more, may be approved by the Board. Section 8. STREET CORNERS (a) All street intersections must be rounded with corners having radii of at least twenty feet, except where the angle of in- tersection of two streets varies from the right angle in which case the radius of the curve connecting the acute angle shall be made correspondingly greater. It is suggested that one foot be added to the radius of the connecting curve for ea@h three degrees that the intersection varies from the right angle. Section 9. BUILDING LINES (a) Building lines will be required on each side of a street sub- mitted for approval, which shall be in accordance with the zoning and building laws adopted by the Town. Section 10. STREET NAMES (a) Names of proposed streets must be approved by the Board. If the proposed name is similar in any manner to any existing street name, a new name will be required. Section 11. STREET CONSTRUCTION (a) All street construction shall be in accordance with the stan- dard specifications adopted by the Board of Public Works of the Town of Reading. Section 12. RELEASES AND HEARINGS (a) The following forms, completed by the proper persons, shall be filed with the Final Plat and Profiles: 4W 1. Application for Approval. 2. Release from Damages. 3. Dedication for Individuals and/or Dedication for Corporations. - 10 - Upon receipt of the Final Plat and Profiles, accompanied by the above stated forms, together with the before- mentioned fee of Ten ("10.00) Dollars, the Board will give ! a public hearing thereon as provided in Section 2 hereof. I(r Said advertisement will be inserted by the Board of Survey iand the cost thereof paid by the petitioner. Copies of the above mentioned forms may be obtained at the office of k the Board of Public Works. Section 13. (a) All necessary plans and profiles including all survey de- tails, as provided in these rules and regulations, shall be filed in the office of the Board of Survey at least Twenty days prior to the date of any hearing. Bearing dates will be selected based on the requirements as set forth in this j" paragraph. Section 14. (a) The attention of all designers, surveyors, owners, petition- + ers and developers is called to Chapter 41, Sections 73 to 81 and Sections 81F to 81J Inclusive, of the General Laws. Section 15. (a) All previous rules and regulations or parts thereof conflict- ing or inconsistent with any provision of .the above rules and regulations are hereby repealed.
