Meeting of the Board of Survey opened at 8:00 P. M.
in Room 16, Municipal Building.
Present were Chairman Cochrane, Secretary Watt,
Board Member Kenney and Superintendent Welch.
Public hearing was held regarding the adoption of new
Rules and Regulations of said Board of Survey.
The Superintendent presented to the Board a revised
Section C under Section 1 of the proposed Rules and Regulations
of the Board of Survey. The Board discussed a fee to be charged
to the Developer for a Board of Survey Review. No action was
a taken on this item.
�r Mr. Watt moved that the Board accept the Rules and
Regulations as amended, Mr. Kenney seconded and it was voted.
A copy is attached hereto and herewith becomes a part of these
records.

JNOTE: The rules, regulations and statements contained
herein are believed to be in conformity with the
provisions of Sections 81A to 81GG of Chapter 41
of the General Laws. However, it is not contended
that they are legally correct nor fully inclusive.
They are intended only to be indicative and to
establish a method of procedure. The attention of
each developer is directed- to the Sections of Law
as noted above and he shall be fully responsible for
his actions in relation thereto.
`i SECTION I. SUBMISSION OF PLANS FOR SUBDIVISIONS.
A. The applicant shell submit a preliminary plan or plans to
the Board of Survey for their study and consideration.
Said Board will eithertentativelyapprove or disapprove
the plan. or plans or will suggest changes in them and
return them to the applicant within 60, days.
B. Subsequently, the applicant shall submit a final plan or
plans to the Board of Survey with copies thereof to the
Board of Health and shall notify the Town Clerk of .his
actions in writing.
C. Before endorsing the plan or plans, the Board of Survey i
will require that the applicant guarantee the construction
of ways and the installation of municipal services by one
of the two following methods: -
1. By a covenant duly executed and recorded_ly the
owner of the property underwhich the applicant agrees to
perform preliminary work as prescribed by the Board of.
Survey (forms may be obtained from the Board of Survey)

and file a bond for the finish work.

2. .The applicant shall actually perform the pre-
liminary work as prescribed by the Board of Survey and -
file a bond for the finish work.
Preliminary work shall, in general, relate to
all necessaryroadconstruction items, except the finish "
surface from side line to side line.
Finish work shall, in general, relate to all
• road construction items necessary to complete the surface
of the road from side line to side line and on abutting
areas if required.
Under either method (1 and 2 above ) the appli-
cant shall, after completion of the prescribed prelimi-
nary work, file a bond . guaranteeing to perform finish work
as prescribed by the Board of Survey. Such bond shall be
on a form and in an amount and from a surety company satis-
factory to the Board of Survey.
Under method 1 above the Board of Survey will
endorse the ,plan or plans after the covenant has been
duly :executed and recorded.
Under method 2 above the Board of Survey will
endorse the plan or plans after the preliminary work has
` been completed and the bond for the finish work filed.

Copies of endorsed plans will be filed with the
Town Clerk. -
D. After the expiration of 20 days from the filing date,
the Town Clerk shall endorse on the plan or. plans, a ,

\. statement that no Notice of Appeal was received during
or before the 20 days next after the receipt and filing
of the endorsed plan or plans by the Board of Survey.
If such a Notice of Appeal has been filed, he shall
withhold his endorsement until the Notice of Appeal is
either withdrawn or legally settled.
E. During the accomplishment of the work. heretofore noted,
the Board will regularly inspect said work and upon -
notice from the applicant that the work as specified
in his bond is completed, the Board will cause a final
• inspection to be made. If the work is found not to be
completed or acceptable under the terms of said bond
and these regulations, the Board will so notify the
applicant of the remaining work to be done and until
such work is completed, the bond shall remain in full
l force and effect. If the work is found to be completed
and acceptable, the Board will, after receipt of the in-
strument described in Section F herein, release the
applicant from his obligations under said bond and re-
turn the same to him. �I
F. Before the Board will release a surety bond, the appli-
cant ' shall execute an instrument substantially in the
form attached hereto and entitled Title to Utilities,

transferring to the Town, without cost, valid unencum-
bered title to all sanitary sewers and water mains and

storm drains with all appurtenances thereto, constructed
and installed in the subdivision or any portion thereof,.
and conveying to the Town, without cost and free of all
liens and encumbrances of any name and nature, perpetual
rights and easements to construct, inspect, repair, renew,

replace, operate and forever maintain sanitary sewers,
water mains and storm drains with any manholes, pipes,
conduits, structures, hydrants and other appurtenances,
i
and to do all sets Incidental thereto in, through and
under the whole of all streets in the subdivision or .any
portion thereof and if any such sewers, water mains and
• drains have been constructed , and installed not within
such streets, then in, through and under a strip of land
extending ten (10) feet in width on each side of the
center line of all such sewers, water mains and drains.
G. It is further noted here that the release of the appli-
cant's bond by the Board is not acceptance by the Town
as Public Ways of any of the ways which are part of the
plan or plans.

SECTION 2. PROCEDURE FOR SUBhIISSION OF PLANS THOUGHT NOT TO � .
.� REQUIRE APPROVAL OF THE BOARD OF SURVEY. -

A. Any person who believes that his plan does not require
approval under the Subdivision Control Law, may submit
such plan to the Clerk of the Board of Survey and if he
finds that such plan does not require such approval, and
providing that said plan meets all the requirements of the
Zoning Laws of the Town, he shall, without a public hear-
ing and without unnecessary -delay endorse thereon "Approval
under the Subdivision Control Law not required".
B.' If such a plan is submitted to the Clerk of the Board of
Survey and it is his decision that such plan requires ap-
proval of the Board of Survey, he shall so notify the
person submitting the plan in writing, and such person may
then submit his plan to the Board of Survey for approval
as provided by law and the Rules and Regulations Of the
Board.
SECTION 3• PROCEDURE FOR THE PREPARATION OF PLANS THAT DO NOT
REQUIRE THE APPROVAL OF THE BOARD OF SURVEY. f
A. The plan shall be prepared by a registered professional
engineer or registered lend surveyor, at a scale of one
inch equals 40 feet, or larger. The minimum plan .size
shall be 9 112" x 14", and the maximum size shall be 24"
X 36".
B. The plan shall be on standard linen tracing cloth, drawn
in waterproof ink. This plan with two copies or prints
shall be submitted ,to the Clerk of .the Board for endorse-

C. The plan shall be prepared, and shall contain sufficient
information, consistent with good engineering practice so
that a roper assessment of the proposal is possible.
SECTION k. PROCEDURE FOR THE PREPARATION OF PIANS AND PROFILES
THAT REQUIRE APPROVAL OF THE BOARD OF SURVEY.
A. Plans and Profiles shall be prepared by a registered pro-
fessional engineer, stamped with his seal, at a scale of
one inch equals 40 feet horizontally and one inch equals
4 feet vertically.
B. The standard plan size shall be 24" x 36" and only one
street plan and its profile shall be shown on one sheet.
C. Where the subdivision is large and contains several
streets, a plot plan showing the entire layout shall be
'• prepared at a scale of one inch equals 40 feet or other
scale as approved by the Board. The size of this plar.
shall not be larger than 48" x 361-.
:SECTION 5• GENERAL REQUIREMENTS FOR THE SUBDIVISION OF IAND.
The subdivider shall observe the following general re-
quirements and principles of land subdivision:
A. All streets which are part of the main highway system of
the development shall be coterminous with existing links
in the existing Town system and at. the same or greater
widths, extent as hereinafter specified.
B. No street shall be less than 50 feet in width. A greater
width will be required for main or secondary thoroughfares.

•�� C. Grades of all streets shall be the reasonable minimum and
maximum, but shall not be less .than 0.5 per cent in any
case nor more than 6 per cent for main thoroughfares, nor
more than 10 per cent for minor or secondary streets. For
vertical alignment the design speed shall be 30 MPH for
minor or secondary streets and 40 I4PH for main thorough-
fares or through streets .
D. Adequate drainage facilities in all subdivisions shall
be provided for as required. The basis for design shall
be the rational method, 10-year storm frequency for the
Boston area. The Town of Reading Standard Catch Basin
shall be assumed, for design purposes, to receive a max-
imum of 1.5 C .F.S., with curb inlet.
t E. I£ municipal sewerage is reasonably available to the pro-
posed subdivision, it shall be a requirement that such
proposed subdivision be connected to and sewered by the
common sewer.
F. No land shall be subdivided for residential use if it is
considered by the Board of Health to be of such character
that it cannot be used for building purposes without
danger to health.
G. Where possible and desirable, stream banks and low areas
may be set aside for parks, playgrounds, recreation purposes
or other public uses if the subdivider so wishes.
i H. 1 A variation of the general requirements may be permitted
when, in the opinion of the Board, topography or other con-
sideration necessitates such variation.

• L Plans shall show the proposed location of all proposed util-
ities including water, electric, telephone and gas, whether
underground or overhead. If any utility is not shown on j
the plan, the developer shall furnish a written statement i.
from the applicable utility company stating that they do
not intend to install the said utility in the development.
SECTION 6. THE PRELIMINARY PLAN AND PROFILE .
SII A. The Preliminary Plan and Profile shall conform to all the
requirements of Section 4 with the following additions shown

on the plan:
1. Subdivision name, street name, north point, date and
scale.
2. Name and address of record owner, subdivider and re-
Agistered professional engineer. The title box shall
appear in the lower right-hand corner.
3. Location and names of adjacent subdivisions and names
of owners of adjacent land.
4. Location, names and present width of adjacent streets
and passageways and the utilities located in those

ways. .
5. Computations, calculations and/or engineering data
used for design purposes shall be submitted with the
plan.
6. Width and location of all ways, public or otherwise,
and all utilities and easements within the Plat.
7. Lot lines with dimensions and areas of lots which
Lshall be in accordance with the Zoning Laws adopted
by the Town in the applicable district.

8. Existing and proposed drainage.
,\ - 9. Proposed uses of property.
10. Public areas proposed, if any. -
11. Deed description of survey of Plat boundary.
12. Profile of existing ground at center lines of all
proposed streets. The design profile shall be
along the center line of proposed streets, and
edge profiles shall be shown at all street inter-
sections and on banked curves.
13. Proposed percentage of grades of proposed streets
along with all vertical curve data.
,14- Contour lines at an interval of two feet shall be
• • drawn within the entire subdivision with spot
. elevations as may be: required by the .Board.
1$. Location and spot elevations of existing drainage
ditches within the subdivision and sufficient in-
formation outside the subdivision as required for
good engineering design.
16. Intersection of all center lines and base lines
shall be tied together by station equation on
both plan and profile.
17• Sill elevations and basement floor elevations of
all buildings adjacent to any proposed streets
within the subdivisions.
18. In low or marginal areas the Engineer shall set
minimum basement floor elevations consistent with
.� the design profile, and so note such elevations, ._

SECTION 7. FINAL PLAN AND PROFILE.
A. The Final Plan and Profile shall conform to all the re-
quirements of Sections 4, 5 and 6 with the following
additional requirements :
1. Plans and Profiles submitted to the Board shall
be on standard linen plan and profile cloth, drawn
in waterproof ink, with two prints thereof, all of
which shall be retained by the Board of Survey.
2. Plan and Profile scales shall be one inch equals
40 feet horizontally and one inch equals 4 feet
vertically.
3. Only one street plan and its profile shall be
shown on one sheet.
4. Plot plans showing layouts of more than one street
shall be submitted on linen tracing cloth in water-
proof ink at a scale of 40 feet to the inch or
other scale as approved by the Board, with two
prints thereof, all of which shall be retained by
the Board of Survey.
5. Field Survey notebooks will be furnished by the
Board to the engineer for use by him on all work
incidental to the preparation of plans which
are to be submitted to the Board of Survey for
approval. These survey books shall be the pro-
perty of the Board and shall be kept on file at
the Office of the Board of Survey when not in
use in the field.

6. The title of the plan must state the location,
bench mark used as a base, scale, date, none and
address of both the owner and the engineer and
shall be located in the lower right-hand corner
of the sheet.
(See sample title box appended hereto.)
7. The plan must show the north point, areas of all
lots, dimensions of all lot lines, .ownership and
location of abutting property, passageways, street
lines, fences, walls, buildings, boundary markers,
waterways, natural drainage courses, proposed.
drainage courses, existing easements within the
• plat, proposed public areas, bearings and dis-
tances to the nearest established street bound.
8. The direction of all streets, boundary lines and
proposed easements must be indicated by bearings
which shall refer to the true north. 11.11 angle
points, PP s, PCTs, and PT's in both the boundaries
and the center lines of all streets must be coordin-
ated and a separate list of these coordinates sib
mitted to the Board. Traverse calculations must
also be submitted to the Board. The relative error
of closure must not exceed one in 7$00. A written
description of all streets shall be filed with the
plans for copying into the Town Clerk' s records .
9. All tangents, radii, length of curves and central ',
angles, shall be given for center and side lines i ,..
and shall be shown in red ink.
10. Profiles shall show the original ground at, and
shall be stationed on the center line. Gutter line
profiles shall be shown at all street intersections
and at other locations as required by the Board.
Elevations of sills, basement floors and steps of I ,

houses shall also be shown and stationed on the
profile. Also the elevations of garage floors,
ramps, driveways and walks shall be shown and sta-
tioned on the center line profile.
11. The proposed center line grades shall be shown in
red in]; on the profile, with station and elevation
of intersections of vertical .tangents and rates of

slope.. Proposed storm drain facilities shall also
be shown in red ink.
12. Contour lines shall be drawn in brown ink at a two-
foot interval and spot elevations shown as needed.
13• A work plan shall be submitted to the Board in
addition to and accompanying the plan submitted on
tracing cloth. The work plan shall show all the
information included on the tracing cloth plan and,
in addition, all the essential details of the survey
(in green) such as the base line of the survey,
ties to all control points, ties to existing and

proposed bound locations, computations showing how
side lines were developed from the base line of
survey, coordinates of points as mentioned in

paragraph 8, and all other informa.t c:± pertinent,.. k .
to the survey drawn at a scale of 1O feet to the t _
inch.
L{. Where sewers are included as part of the design,
computations used in designing the system shall
be submitted.
15. Station equations shall be shown for all center . .
line intersections of streets on both t'.e plan
and profile.
16. A profile of all drainage and sewora• e lines shall
be shown in easement areas and on the canto-_ lin<
profile of all streets withi:: :..z subdivision.
17. Where required by the Board, the engineer shall pet

so note such elevations on the plan.
18. As a requisite for approval, a. certificate of
ownership shall be filed with the Board snowing '..
that the petitioner owns in fee simple the entire
area included within the subdivision.
SECTION 8. WIDTH OF STREETS. -
A. No proposed 'street of a width 1...i. r.:u= 50 feet will be
approved.
B. Streets which may become secondary thorou-hfaras must be
at least 60 feet in width. -
C. Streets which may become main arteries must be at least
80 feet in width.
D. Suitable turnarounds shall be provided at the end ofi,
dead end streets. They shall have a radius at the
street line of at least 50 feet and in no event shall
the width of traveled way be less than 30 feet. ! `
E. Streets or ways, however, the limits of which had been
established, on a plan recorded with the Registry of ' .
Deeds or Land Court, that have a width of 40 feet or more,
may be approved by the Board.
SECTION 9. STREET CORNERS .
A. All street intersections must be rounded with corners
having radii of at least 20 feet, except where the angle
of intersection of two streets varies from the right
angle in which case the radius of the curve connecting
40 the acute angle shall be made correspondingly greater. .
It will be required that at least one foot be added to
the radius of the connecting curve for each three de-
grees that the intersection varies from the right angle.
SECTION 10. STREET NAMES .
A. Names of proposed streets must be approved by the Board.
If the proposed name is similar in any manner to any
existing street name, a new name will be required.
SECTION 11. STREET CONSTRUCTION .

A. All street construction shall be in accordance with
the standard specifications adopted by the Board of
Public Works of the Town of Reading, copies of which
may be examined at the Office of the Board of Public
Works.

. B. The following are basic requirements which will be
supplemented by the Board in the conditions of each
subdivision bond.
-1. Granite Curb Type V (curved) shall be required
at .all street intersection curves.
2. Granite Curb Inlets shall be required at all
Catch Basins located in the street.
3. Bituminous Concrete pavement shall be required as
a wearing surface on all traveled ways.
4. Bituminous Concrete sidewalks shall be required for
the entire length of all streets.
~ 5. The developer shall furnish and plant at least
.'• one tree per lot inthe tree lawn area, or at other
locations as required by the Tree Warden of the
Town of Reading. The Tree Warden shall also speci-
fy the type and kind of tree to be planted.
SECTION 12.
A. These rules and. regulations are meant to supplement the
Subdivision Control Law and the attention of all design-
ers, engineers, surveyors, owners, petitioners and de-
velopers is called to Chapter 41, Sections 81A to 81GG
inclusive, of the General Laws and amendments thereto.
SECTION 13.
A. All previous rules and regulations or parts thereof con-
flicting or inconsistent with any provision of the pre-
ceding rules and regulations are hereby repealed.

SECTION 14. WATER SERVICES. qi `.I
The Developer agrees that he will designate a locatior o:;
a water service for each and every lot not later than -.
date four (4) months prior to the completion date spec_Cied
in the bond regardless of whether or not construction of a
residence has been started on the lot. The Developer fur- {} :
ther agrees that in cases where the water service is

stalled to the street line .prior to the construction o, the
residence, he will accept a straight extension when th-
residence is constructed. Where the word straight is sed,
it does not necessarily mean perpendicular to the wate main.
The service may be at an angle to the main providing ic is

r. The Developer further agrees to pay to the Town the c ,st of -
installing the service, or any part thereof, either p'.-ior to
December 31 of the year the service or any part tbereofis
installed, or ,just prior to the day he . wishes the water turned
on, whichever comes first.
SECTION 15. CONVEYANCE OF EASEMENTS AND UTILITIES

and easements to construct, inspect, repair, renew, replace, operate

pipes, conduits and other appurtenances thereto, and to do all acts 1
incidental thereto, in, through and under the following described land:

And, for the consideration aforesaid, the said grantor does hereby
give, grant, sell, transfer and deliver unto the said grantee and its
successors and assigns forever, all water and sewer pipes, manholes,
conduits and all appurtenances thereto that are now or hereafter con-
structed or installed in, through or under the above described land
by the grantor and the grantor' s successors and assigns.
