Meeting of the Board of Survey opened at 9:1$ P.M. in
Room 16, Municipal Building.
Present were Chairman Kenney, Secretary Cochrane,
Board Members Florence and Watt and Superintendent Welch.
Read note from the Superintendent regarding banking at
the corner of Whitehall Lane and James Road (abutting Whitehall
Lane) owned by James C. Nagel. Mr. Welch was of the opinion that
the banking should be out, loamed and seeded by Mr. Peabody.
Mr. Watt moved Mr. Peabody b advised of the above and
if he wishes to suggest some thod, the Board of
Survey will consider it; Mr. Cochrane seconded and it was voted.
Read note from the Superintendent in regard to hearing
held on May 2$, 1964 for a proposed development off Colburn Road.
The statement was made that the developer had offered to purchase
from the Town six lots off Colburn Road in which it was proposed
to install storm drain facilities; also that the offer was refused
due to objections by the Board of Public Works . As a result, the
motion was made to write the Selectmen that the Board of Public
Works no longer objected to the sale. In checking through various
files, it was found these statements were not true; therefore the
letter as voted was not written to the Board of Selectmen. The
Board of Survey on May 2$, 1964 voted to approve the plan which
proposes that drain facilities be installed in land not owned by
the developer.
Mr. Watt moved that the original motion be amended to
C read: - "The Preliminary Plan be approved by the Board of Survey
♦ contingent upon the petitioner's ability to acquire the necessary
land for the proposed drainage facilities. " Mr. Florence seconded
and the motion carried.
Read letter from the Board of Health with reference to
subdivision of Edward C. Small and Martha L. Small, Osborne Avenue
off Pleasant Street, stating that it could not approve the sub-
division at the present time due to raw sewage seeping into the
open brook from dwellings on John Street, causing a nuisance and
source of filth dangerous to the health of the public. Sewerage
will have to be installed on a short section of John Street to
alleviate this present condition before any building permits will
be issued.
Mr. Florence moved, Mr. Cochrane seconded and it was
voted to accept the data as a point of information.
Read letter from the Board of Health with reference to
subdivision owned by Reading Development Corporation - Franklin
Estates, Collins Avenue off Franklin Street, which was approved,
with the exception of Lot 18 which is not approved as suitable
for human habitation. The development is suitable from a sanitary
point of view for human habitation, sewerage, storm drainage and
public water supply as shown on the plan.
It was moved, seconded and voted to accept the data as
a point of information.
