HomeMy WebLinkAbout1964-05-25 Board of Survey Minutes tt May 25, 1964 Meeting of the Board of Survey opened at 8:30 Y.M. in Room 16, Municipal Building. Present were Chairman Kenney, Board Member Watt and Superintendent Welch. The Board conferred with Lester J. Peabody, Developer of Westchester Estates in regard to the completion of the con- struction of the unfinished portion of Whitehall Lane. Seventeen persons residing in the area attended the meeting. Mr. Peabody assured the Board that the construction of Whitehall Lane would be totally completed by July 3, 1964, May 31, 1963 was the completion date. The bond is in default. Mr. Welch informed Mr. Peabody that if the work is not completed on July 3, the bonding company will be advised immediately there- after. The aforementioned bond covers Whitehall Lane only. It was Mr. Peabody's contention that some houses had no water services and the construction could not be completed. This was denied by the Superintendent. Various complaints regis- tered by the abuttors included - Drainage at South Street Loss of shrubs, corner James Road and Whitehall Lane Hole in driveway, corner James Road and Whitehall Lane Three-foot drop in banking, corner James Road and Whitehall Lane Grade from sidewalk area to garage, corner James Road and Whitehall Lane ` Mr. Leonard joined the meeting at 8:45 Y.M. The Superintendent agreed to visit the area under dis- cussion and view the individual deficiencies. Preliminary hearing was held at 9:00 P.M. regarding the lines and grades of Martin Road Extension which runs from the present terminus of Martin Road, in a northerly direction, a dis- tance of 1,506 feet more or less to Colburn Road Extension; also Colburn Road Extension which runs in a northwesterly direction from the ,present terminus of Colburn Road, a distance of 544 feet more or less to a dead end. James T. Putnam represented the owners - Joseph C. and Annette Maillet. Plan was explained to the Board Members. The Superintendent advised the Board that the one serious problem was drainage. Mr. Putnam stated that the petitioners had offered to purchase the lots off Colburn Road through which it is proposed that the property be drained. It was stated that the offer was refused by the Selectmen at the request of the Board of Public Works due to the undetermined route of the proposed new water main and the necessity for an easement. Mr. Leonard moved that the Board of Survey approve the • Preliminary Plan for Martin Road Extension and Colburn Road Ex- contin ent upon the petitioner' s ability to acquire the necessary land tensionk Mr. Watt seconded and it was voted, for the proposeddrainage facilities Mr. Leonard moved that a letter be written to the 6� 4 Board of Selectmen stating the Board no longer has an interest in Lots 70-71-72-73-194-195-196 and 197 off Colburn Road; Mr. Watt seconded and it was voted.
