A meeting of the Board of Survey convened in Room 11 of the Community
Center, 52 Sanborn Street , Reading , Ms . Present were Chairman Hampson,
Board Members Barker, Griffin and Nitzsche and Assistant Superintendent
William A . Redford .
Mr . Barker read the Notice of Public Hearing at 7 :45 P.M. regarding
the approval , disapproval or modification of preliminary plans for a
proposed subdivision located north of Van Norden Road (between nos . 65
and 79) and east of Main Street . (between nos. 1140 and 1152 Main Street) .
The applicant proposes to resubdivide existing lots referenced by the
Reading Assessors as Plat 157 - Ltos 3, 4 and 7 ; Plat 158 - Lot 19;
Plat 180 - Lot 2 ; and Plat 181 - Ltos 1 and 2 into 38 building lots and
three proposed roadways .
Chairman Hampson introduced the members of the Board and the Depart-
ment and the two CDC Members .
There were 12 abuttors present as well as 0 . Bradley Latham, Attorney
for the applicant , Lee Elliott and Wayne Tubbs , the applicants , and Peter
Ogren of Hayes Engineering.
Atty . latham explained this is 24 acres in size, zoned S-20 District .
Peter Ogren of Hayes Engineering explained that House No. 73 Van
Norden Road would be abandoned and explained the proposed project .
Asst . Supt . Redford next made his presentstionJ for-the -Town .
Mr . Boucher joined the meeting at 8:00 P.M.
Asst . Supt. Redford outlined his list of 19 concerns (attached) and
explained the problems he had with the plan. He reiterated , however, that
this is only a conceptual plan.
Mr . Barker read the letters from the Board of Health and the Conserva-
tion Commission into the record (attached) .

Mr. Griffin asked would you be applying for variances for the cul-de-
sac extending beyond the 900' ?
Atty . Latham replied yes.
Mr. Griffin asked are there any lots that will be landlocked as a
result of this development?
Mr . Ogren replied no.
Mr . Griffin stated thereis an abundance of ledge in this area, do
you anticipate this to be a problem?
Mr. Ogren replied we anticipate there will be some ledge, which will
involve some blasting, but we will try to minimize it .
Mr. Griffin stated the entrance from Main Street seems extremely
hazardous and I have some concerns about safety .
Mr . Ogren stated we did a significant traffic study. As far as Van
Norden Road is concerned when we come in with a definitive plan ,w a will
include an analysis of site distances of both areas.
Chairman Hampson stated I am surprised the applicant has not shown some
sort of impondment .
Mr. Ogren replied if the Conservation Commission enforces this, we
will certainly address it. If we see substantial increases in runoff ,
then we would probably have to propose some kind of retention.
At 8 :00 P.M. Chairman Hampson introudced the newly arrived members of
the Community Development & Planning Commission , Ms . Molly Jenks and Mr .
Richard Howard .
Mr . Goodemote of the CD & PC stated you mentioned you would be doing
�- a traffic report , I would like to see siting distances and speeds outlined.
Do you have any feel for when you might be heading toward a definitive
plan?

' Mr . Ogren replied within the next 60 days.
Mr . Ben Nichols of 25 Avon Street stated I am concerned with the
land in the northeast coerner, 2.5 acres of that land is owned by the
Open Land Trust . Could the cul-de-sac on the northwest be the access to the
Kurchian Woods?
Mr . Ogren replied we will look into that access.
Mr. Nichols stated there are two dams in the area that are potential
dangers to children.
Mrs. Jane Nichols of 1152 Main street stated we have a very grave
concern about safety and a concern about additional water in our property .
It was moved, seconded and voted 5 :0 to close the hearing at 8 :45
P.M.
' It was mooed , seconded and defeated 1 :4 that the Board accept the
preliminary subdivision plan entitled "Preliminary Plan of Land" Reading,
Ms . dated March 31 , 1986 (consisting of 3 sheets) .
It was moved , seconded and voted 4:0 : 1 that the Board disapprove the
preliminary subdivision plan entitled "Preliminary Plan of Land" Reading,
Ma. dated March 31 , 1986" consisting of 3 sheets , for the 19 reasons
listed on Mr . Redfords memo as well as Items B & C (copy attached) .
It was moved, seconded and voted 5 :0 to amend the motion that the
applicant submit a detailed traffic study and traffic data.
It was moved , s econded and voted 5 :0 to accept and sign the Tri-Party
Agreement for Pine Grove Estates.
It was moved , seconded and voted 5:0 that the Board release the
' building and conveyance retrictions of Pine Grove Estates on Lots A, B, 1 ,
2 , 16 and 17 , conditional upon the developers agreement that no building
permit application will be filed until all necessary and required State
sewer main extension permits and approvals have been received for this
project .

' The Board adjourned temporarily at 9:00 P.M. to meet as the Board
of Public Works in Room 16 of the Town Hall.
It was moved, seconded and voted 5 :0 that the Board of Survey
adjourn Sine Die.

RE: Preliminary Plan , Van Norden Road to Main Street
Dear Mr. Hampson:
The Commission has reviewed the Preliminary Plan for the
above-referenced proposed development and offers the following
concerns :
t ( 1) The proposed roadway involves the destruction
of a large quantity of vegetated wetland without
a clearly described means of replication. The
Commission would recommend the use of concrete-
poured headwalls on either side of all wetland
crossings to minimize the intrusion into the
wetlands .
(2) The proposed plan does not include a means to
control the increase in the runoff from the con-
struction of this development . The Commission
will critically review any proposal which would
increase runoff.
Thank you for this opportunity to present the Commission ' s
comment.

Dear Mr. Fletcher :
After reviewing the preliminary plan entitled "Preliminary Plan
off Lafayette Street" , the Board of Health wishes to offer the
following recommendations :
1 . The dead end water line consisting of 900 feet be looped.
2. The sewer pipe elevation for roads B and A be evaluated and
be redesigned in order to obtain a greater pitch for more
adequate flow.
3 . The developer investigate the feasability of installing
drainage swales between the following lots : 20 and 21 , 16
and 15 , 11 and 12 . Presently a dip exists with the road
in these areas for drainage.
These recommendations are made in the event there is a backup or
flooding in the areas of the catch basins The area will have adequate
flood control if the above conditions are instituted.

Sub,iect: Preliminary Subdivision - Roads "A". "B". R "C"
(Main Street to Van Norden Road)
After review of the submitted revised plans for this subdivision and
the input received to date, I recommend the followinq Board action;
A. The Board DISAPPROVE the Preliminary Subdivision Plan entitled "Preliminary
Plan of Land", Reading. Mass. dated March 31, 1986" (consisting of 3 sheet)
due to the items listed below.
1. No siqht or slopinq easements are shown; and Proposed layout does not
allow for full easement widths.
2. No Roadway names are shown or proposed.
3. Various sideline/centerline curve data has not been provided.
I" The proposed sewer lacks the required cover.
S. Additional hydrants are required.
6. Road "B" exceeds the 900 foot length limitation.
7. No storm water retention or runoff mitigating device is indicated.
G. Insufficient catch basins system is shown.
9. Easements are less than the required widths.
10. Drain syatem lacks the required cover.
11. Lot at the end of Road 'B' does not meet the zoning area requirement.
B. The Board INCLUDE the following item:
In view of the size of this proposed subdivision, the Developer
may be required to conform to the Board of Public Works' 2 for 1 I/I
replacement policy.
C. The Board INCLUDE the followinq in the letter of disapproval;
In addition to the previous requirements, the Board is very
concerned about the sensitive nature of the existinq wetland areas
included within this tract of land. Any Definitive Plan
submission will require a comprehensive Environmental Impact and
Evaluation Statement, detailed surface water drainaae design. and
detailed final grading plan.
